DOC Sourcing Specialist (Emergencies and Small Purchases)

Position Overview:
The Executive I position serves as a sourcing specialist for emergencies and small purchases. This individual will process small purchases agency-wide, provide technical assistance on emergency procurements and small purchases, and coordinate compliance, documentation, and reporting for emergency and small purchase activity. The ideal candidate would be self-motivated, task oriented, and organized.
Essential Functions:
Under direction of the Sourcing Supervisor, serves as a sourcing specialist for emergencies and small purchases. Processes small purchases agency-wide. Provides technical assistance on emergency procurements and small purchases. Coordinates compliance, documentation, and reporting for emergency and small purchase activity. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications:
Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration. Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program. Specialized Skills Requires one (1) year of responsible administrative experience in contract processing and monitoring procurement processes in a public or business organization.
Preferred Qualifications:
Prefers at least one (1) year of responsible administrative experience in contract processing and monitoring procurement processes in a public or business organization. Prefers at least one (1) year of professional experience processing public sector procurements. Prefers at least one (1) year of professional experience utilizing Bid Buy or comparable state, federal, or enterprise procurement system. Prefers at least one (1) year of professional experience drafting procurement documentation such as solicitations, justifications, or compliance forms.
Prefers at least one (1) year of professional experience supporting compliance documentation, audit response, or records management for procurement files. Prefers at least one (1) year of professional experience providing technical assistance on procurement thresholds, methods, or compliance requirements.
Conditions of Employment:
Requires ability to pass the IDOC/IDJJ background check. Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited. Required to utilize digital technology, tools, platforms, and processes in managing and supporting various digital enhancements for greater efficiency, productivity, and digital transformation efforts within the department. Applicants are required to abide by all vaccine and/or other medical standards as set out by the employer.
