Primary Prevention Specialist

Duties As a Primary Prevention Specialist (Prev WF) (Title
5), GS-0101-9/11, you will implement the Integrated Primary Prevention (IPP) Program. Major Duties - This is NOT an all-inclusive list:

  • Serves as the point of contact for harm and abuse prevention programs and activities; provides program coordination and serves as the subject matter expert for the Wing/Region IPP program.
  • Serves as the Primary Prevention Integrator (PPI) managing all aspects of a complex integrated primary prevention program (P3) for the Wing/Region.
  • Serves as the Wing/Region point of contact for the suicide prevention program, workplace and domestic violence programs in a non-clinical primary prevention, here after referred to as prevention, role in coordination with applicable offices and community agencies.
  • Delivers initial prevention activities, averting harm or abuse before it occurs.
  • Identifies risk and protective factors that lead to or protect against unhealthy or unsafe behaviors.
  • Promotes actions to mitigate environmental factors.
  • Examines and interprets population data from the Wing/Region.
  • Interprets S/T/DC policies and guidance to develop Wing/Region specific policy, plans, objectives and guidance for the operation of local P3.
  • Provides professional advisory services and training to Wing/Region Service Members and community agencies concerning available or ongoing violence-related prevention efforts.
  • Utilizes effective presentation and facilitation skills, provides accurate and appropriate technical assistance tailored to specific audiences, and communicates the complexities of prevention issues to stakeholders and the public.
  • Develops coordinated plans for reducing risk factors and promoting protective factors for increased resiliency within the community.
  • Conducts assessments on strengths, weaknesses, opportunity, and threat (SWOT) analyses that form the basis for action, implementation, and program plan development activities.

Requirements Conditions of employment

  • Federal employment suitability as determined by a background investigation.
  • Subject to provisions of DoD Priority Placement Program.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. If an Optional Form (OF) 306, Declaration of Employment is submitted prior to the point of a conditional offer, questions related to background information section may not be asked.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • May be required to successfully complete a trial period.
  • Participation in direct deposit is mandatory.

Qualifications AREAS OF CONSIDERATION:
The areas of consideration for this position, Title 5 Excepted Service, will be in the following manner and sequence:

  • The FIRST area of consideration for this position will be candidates who match through the Priority Placement Program (PPP).
  • The SECOND area of consideration will be Veterans' Preference (VP) eligible.
  • The THIRD area of consideration will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The FOURTH area of consideration will be all current Federal Employees.
  • The FIFTH area of consideration will be all Federal re-employment eligible.
  • The SIXTH area of consideration will be U.S. Citizens.

BASIC REQUIREMENTS : MUST possess one of the following: a. Degree in behavioral or social science or related discipline appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences; b. Combination of education and experience that has provided knowledge of the one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences;

c. Four years of appropriate experience that demonstrates that you have acquired knowledge or one or more of the behavioral or social sciences equivalent to a major in the field.

SPECIALIZED EXPERIENCE : GS-11 Level MUST possess at least 1-year of specialized experience equivalent to at least the next lower grade level of GS-9; experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and…
