We are seeking an experienced Licensing Engineer to support regulatory licensing activities for advanced reactor technologies. This role is responsible for developing high‑quality licensing documents, interfacing closely with engineering and project teams, and supporting engagements with the U.S. Nuclear Regulatory Commission (NRC) throughout the licensing lifecycle.

The ideal candidate understands the intersection of engineering, regulatory requirements, and licensing strategy
—someone who knows why specific designs, materials, or analyses are acceptable under applicable codes and NRC guidance, even if they have not personally designed the systems themselves.

This position offers meaningful exposure to novel nuclear technologies and direct interaction with regulatory authorities in a highly collaborative, technically rigorous environment.

Key Responsibilities
  • Develop and support licensing documents including Topical Reports, PSARs, FSARs, and other NRC submittals
    , in accordance with applicable NRC guidance, regulatory frameworks, and established project schedules.
  • Interface with system and discipline engineers to ensure design documentation provides objective evidence supporting statements of fact included in licensing submittals.
  • Collaborate with applicants, internal stakeholders, and project teams to ensure licensing deliverables meet customer expectations and regulatory requirements.
  • Support NRC interactions including
  • NRC Requests for Additional Information (RAIs/NAIs)
  • NRC audits and public meetings
  • Participate in and prepare for NRC public meetings
    , ensuring technical consistency and regulatory alignment.
  • Maintain current awareness of NRC guidance and industry developments related to advanced non-light water reactors and microreactors.
  • Support development and continuous improvement of internal policies, procedures, and standard work to enable efficient implementation of advanced reactor projects.
  • Contribute to quality assurance and compliance activities
    , ensuring licensing documentation aligns with applicable QA standards.
Required Qualifications
  • Bachelor’s or Master’s degree in a relevant field:
    Nuclear Engineering, Mechanical Engineering, Electrical Engineering, Civil Engineering, Engineering Science, Physics, Mathematics, or related discipline
  • Minimum of 3 years of experience in nuclear licensing, regulatory engineering, or closely related engineering roles within the nuclear or energy industry
  • Prior experience interfacing with the NRC or supporting NRC‑regulated applications
  • Demonstrated experience contributing to or authoring formal technical or licensing reports intended for regulatory submittal
  • Strong understanding of how engineering designs interface with regulatory requirements, codes, and standards
  • Excellent written and verbal communication skills, with a strong emphasis on technical writing
Preferred / Desired Experience
  • Knowledge and application of NRC guidance including
  • NUREG‑1537, NUREG‑0800, Regulatory Guides 1.70 and 1.206
  • Familiarity with licensing frameworks and guidance for advanced reactors,
    such as: RG 1.232, RG 1.233, RG 1.242, RG 1.253, NEI 18‑04, NEI 21‑07
  • Experience with or exposure to Topical Reports submitted to the NRC (full reports or major technical sections); white papers acceptable if regulatory‑facing
  • Working knowledge of industry codes and standards used for regulatory compliance (e.g., ANS/ANSI, ASME, IEEE, ACI)
  • Familiarity with licensing documentation requirements, including:
  • Public transparency requirements
  • Information withholding procedures
  • NRC document processing and submittal processes
  • General familiarity with nuclear quality assurance programs
