The Illinois Department of Early Childhood (IDEC) is seeking to hire a General Accounting Manager to assist in the direction the day-to-day financial processing and reconciliations across all accounting activities including planning, monitoring and collaborating with the IDEC staff to maintain budget alignment and fiscal compliance while fostering a culture of continuous quality improvement and staff development.

Essential Functions
* Under general direction of the Illinois Department of Early Childhood (IDEC) Fiscal Services Director, serves as the General Accounting Manager.
* Serves as a full line supervisor.
* Assists in the establishment and analysis of financial internal controls and risk mitigation policies and procedures.
* Strengthens staff capacity and operational efficiency by assisting in the direction of strategic leadership and professional development of fiscal staff that enhances financial operations and performance.
* Participates in internal/external meetings and conferences, think tanks, and work groups.
* Provides assistance to other Fiscal sections as needed.
* Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
* Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with courses in accounting, business administration, or finance.
* Requires three (3) years of progressively responsible administrative experience in the field of accounting, business administration, or finance.
Preferred Qualifications
* Prefers three (3) years of professional work experience implementing and reconciling multi-million/billion-dollar annual operating budget(s) and contracts in compliance with state and federal mandates or other similar requirements [e.g., Generally Accepted Accounting Principles (GAAP), Grant Accountability and Transparency Act (GATA / 30 ILCS 708/1 ff.), federal Uniform Administrative Requirements (2 CFR 200), and Governmental Accounting Standards Board (GASB)].
* Prefers three (3) years of professional work experience in financial data governance, quality improvement, and risk mitigation for financial management in compliance with federal and state regulations (e.g., Single Audit Act, State Finance Act, Illinois Procurement Code etc.).
* Prefers two (2) years of professional work experience processing obligations, accounts receivable, and payments in an ERP management system such as Systems, Applications, and Products (SAP) or a similar system.
* Prefers three (3) years of professional work experience serving as a full-line supervisor.
* Prefers three (3) years of professional experience implementing policies and recommending policy revisions in a Fiscal setting.
