Position Overview:
The Illinois Office of the Comptroller seeks an Accounting Professional to audit and process accounting transactions such as expenditure transfers, object correction requests, obligation reconciliation requests, fund transfer requests, and governor’s releases. The incumbent works under the Public Service Administrator – Funds, Receipts and Collections Unit and coordinates with the State Treasurer’s Office to ensure correct recording of transfers and resolve discrepancies.
Function
The incumbent is responsible for reviewing and approving expenditure adjustment transmittals and salary refunds, auditing and processing expenditure transfers, and providing daily reports to the Treasurer’s office. The role also supports collections staff, reviews offset reports, and assists with payroll issue resolution.
Job Responsibilities- Review and approve Expenditure Adjustment Transmittals and Salary Refunds.
- Audit and process Expenditure Transfers, Object Correction Requests, Obligation Reconciliation Requests, Fund Transfer Requests, and Governor's Releases.
- Assist the Treasurer’s office with researching and correcting discrepancies.
- Create daily Expenditure Transfer Maintenance reports for the Treasurer’s office.
- Act as backup for Collections staff, handling debtor inquiries and communicating offsets.
- Review Involuntary Withholding Mismatch reports and pull listings before refund processing.
- Research rejected payroll issues and collaborate with agencies and payroll units to resolve them.
- Assist with daily receipt and refund balancing.
- Four (4) years of college coursework in business administration, accounting, statistics, finance, or economics.
- Two (2) years of professional experience in accounting, auditing, state government fiscal operations, budgetary control, or a comparable combination of experience.
- Two (2) years of experience applying offset systems, fiscal policies, accounting principles, controls, operating procedures, and reporting requirements similar to those used by the Office of Comptroller.
- Working knowledge of electronic data systems and personal computer applications.
- Ability to review detailed work and perform accurate calculations.
- Knowledge of Illinois state accounting laws, rules, regulations, and audit procedures.
- Knowledge of Illinois state offset procedures and systems.
- Strong written and verbal communication skills in English.
- High attention to detail and analytical abilities.
- Ability to follow oral and written instructions.
- Ability to establish and maintain effective working relationships with employees, state agencies, and the public.
- Proficiency in Microsoft Word and Excel.
- Accurate keyboard and data entry skills.
- Eligibility for State of Illinois Group Insurance program (health, dental, vision, life).
- Annual accrual of 12 paid sick days, a minimum of 12 paid vacation days, 4 paid personal days, and 14 paid state holidays prorated based on start date.
