Position Overview
Subject to the administrative approval, serves as Bureau Chief of Collection Services; executes policies to govern, manage and control the Agency's statewide collection program. Provides direction to staff in identifying the goals and objectives of the program; including the Federal and third party payers, recipients and relatives and other receivables. Interprets Federal requirements for reimbursement staff. Initiates fiscal studies to analyze the impact of, to determine the efficiency and effectiveness of policies, techniques and legal action taken relative to collections.
Performs unique specialized duties as the Agency's spokesperson with Federal and State legislators; provides advice and consultation to agency administrative staff and or inter-agency administrative staff. Makes written summaries for administrator.
Essential Functions
* Serves as Bureau Chief for the Bureau of Collection Services.
* Manages, plans, develops, supervises and participates in comprehensive fiscal studies to identify collection issues and to resolve organizational problems relative to the bureau.
* Serves as full-line supervisor.
* Directs, analyzes, and develops program studies, and in-depth financial analysis related to the various activities in the Collection Section.
* Confers with State/Federal Legislative and inter-agency administrative staff to develop and analyze changes in the State and Federal laws.
* Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
* Requires knowledge, skill, and mental development equivalent to completion of four (4) years college with course work in budgeting, accounting, and auditing.
* Requires four (4) years progressively responsible fiscal or accounting experience in a public or private organization.
Preferred Qualifications
* Four (4) years of professional experience in developing, implementing, and interpreting fiscal policies and procedures for a public or private organization.
