Position OverviewThe Illinois Department of Insurance is seeking to hire an Agency Procurement Officer for the Department of Insurance (DOI) acting authoritatively as policy formulating administrator in planning, directing, implementing, and administering all Department-specific procurement functions. This position serves as an expert authority in collaboration with the Director, Assistant Director, and the State Ethics Commission’s appointed State Purchasing Officer (SPO) in the planning and development of all aspects of policy for the sourcing of all procurements specific to DOI;
serves as official Department spokesperson on behalf of the Director, Assistant Director, and the Department to all internal and external entities including the Governor’s Office, the legislature, the Office of Management and Budget, vendors, contractors, public, private and federal officials on Department-specific procurement and contract issues; prepares the annual compliance plan relative to the Business Enterprise Program for Minorities, Females and Persons with Disabilities and Small Business Set Aside Program;
evaluates proposals received from vendors and develops cost-reduction strategies ensuring strict compliance; maintains records of the Department’s appropriations and funds on contract administration, procurement, contractual and operational agreements; serves as full line supervisor for Procurement, Communications/Records, Receptionist, and Facilities, Security and Property Control staff; organizes, plans and controls the operation of the Department’s…
