Position Overview

Under administrative direction, manages a statewide discrimination investigations unit, supervises a small to moderate staff of highly skilled professional personnel engaged in the investigation of charges of employment and other types of discrimination according to established policies; plans, assigns and reviews the activities of investigators; trains and advises staff in investigative methods and procedural guidelines; reviews and approves work products; evaluates work performance;

provides motivation to staff as necessary.

  • Analyzes file contents to determine if legal procedural requirements are being met.
  • Monitors caseload management of unit and provides necessary technical direction and guidance to ensure successful completion of caseload management objectives.
  • Trains new investigative staff assigned to the unit and provides veteran investigators in the unit with ongoing training in investigative and interviewing techniques as set out in the various policy and training manuals of the Charge Processing Division.
  • Meets regularly with staff attorneys to discuss substantial evidence findings of investigators to determine if investigations need more work, more detailed analysis, or to discuss lack of substantial evidence and to discuss interpretations of new and revised laws rules and regulations that affect Charge Processing Investigations.
  • Participates in the hiring and promotion of staff by interviewing applicants and offering input into the selection process.
  • Performs other duties as assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
  • Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization.
Specialized Skills
  • Requires at least two (2) years of experience working as a Human Rights Investigator III or four (4) years of experience working as a Human Rights Investigator II with the Illinois Department of Human Rights.
  • Requires at least two (2) years of supervisory experience in a business or government organization.
  • Requires at least two (2) years of experience conducting investigations in the fields of civil rights and employment discrimination.
Preferred Qualifications
  • Prefers at least two (2) years of experience working as a Human Rights Investigator III or four (4) years experience working as a Human Rights Investigator II with the Illinois Department of Human Rights.
  • Prefers at least two (2) years of supervisory experience in a business or government organization.
  • Prefers at least two (2) years of experience conducting investigations in the fields of civil rights and employment discrimination.
  • Prefers at least two (2) years of experience managing office practices, procedures, and programs.
  • Prefers at least two (2) years of experience with Microsoft office suite, Adobe, electronic case management programs or similar software systems.
Conditions of Employment

  • Requires the ability to travel occasionally with the possibility of overnight stays.
