Substance use disorder continues to be a devastating public health crisis. Americans die from drug overdoses at a rate of roughly 210 to 300 people per day. In 2023, there were 105,007 total drug overdose deaths in the United States. In Illinois, 3052 residents died from an accidental drug overdose in 2023, which is more than twice the number of fatal motor vehicle accidents and more than twice the number of homicides.
The increase in the number of fatalities is attributed to the rise of synthetic opioids, such as fentanyl. Since 2013, synthetic opioid deaths in Illinois have increased 3,341%.

Lali’s mission is to reduce stigma and prevent substance use disorder among individuals, families, and communities, and minimize the overall health, legal and social harms associated with substance use.
The Human Resource Manager will run the daily functions of the Human Resource (HR) department including hiring and interviewing staff, new staff onboarding, administering pay, benefits, and leave, and enforcing company policies and practices. The Human Resources Manager reports to the Director of Operations to ensure HR activities are aligned with organizational goals, operational efficiency, and compliance, supporting both staff and volunteers effectively.
CoreResponsibilities
- Attracts, hires and onboards staff and volunteers; screens all candidates, checks references and completes employee eligibility verifications.
- Prepares and maintains employment-related documentation, including offer letters, separation documentation, and required benefits notifications ensuring compliance.
- Manages payroll processes, ensuring accurate and timely payment of salaries, deductions, and benefits in compliance with applicable laws and organizational policies.
- Develops and manages compensation and benefits packages and serves as liaison between organization and benefits broker.
- Provides training and professional development opportunities to enhance staff skills.
- Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education and work assessments.
- Maintains compliance with employment laws and regulations and reviews policies and procedures to ensure continued compliance.
- Stays informed on HR trends, best practices, regulatory changes and emerging technologies related to human resources and talent management.
- Leads the process for constructive and timely performance evaluations and supports ongoing performance management.
- Establishes clear performance expectations, provides regular feedback, and supports employee development.
- Enforces company policies and procedures, including administering disciplinary actions when policies are not adhered to.
- Leads the development of HR policies and procedures and conducts regular reviews to ensure they remain current, effective and compliant with applicable laws and best practices.
- Manages employee relations by addressing concerns, handling grievances, and fostering a positive and respectful work environment.
- Develops and implements strategies to improve employee retention and reduce turnover.
- Contributes to building and sustaining a positive organizational culture aligned with the mission and values of the organization.
- Integrates principles of harm reduction in HR practices and strategies.
- Responds to employment-related inquiries from applicants, employees, and supervisors, referring complex or sensitive matters to appropriate leadership when necessary.
- Leads and supports employee disciplinary meetings, terminations and workplace investigations.
- Performs other duties as assigned.
The Human Resources Manager will be a person with at least a Bachelor’s degree in Human Resources, Business Administration, or related field. They should have 2-5 years of Human Resources Management experience and holding a SHRM or HRCI certification is preferred.
