Looking for Independent candidates (W2) Hybrid – Springfield, IL – (2 days onsite per week, i.e., Mon & Tue) HRIS & Payroll Migration Specialist (8+ years of experience)

The Senior Business Analyst / HRIS & Payroll Migration Specialist is responsible for leading the creation, management, and validation of federally compliant requirements and post-migration system documentation for complex HRIS and Payroll transformation initiatives. This role plays a critical part in ensuring regulatory compliance, data integrity, and operational continuity during and after HRIS/Payroll system migrations. The position requires strong experience working on large-scale HRIS and Payroll migration projects, particularly within highly regulated public‑sector or enterprise environments.

Key Responsibilities Requirements Management & Compliance
  • Elicit, analyze, document, and manage federally compliant business, functional, and technical requirements related to HRIS and Payroll systems.
  • Ensure all requirements align with federal regulations, labor laws, payroll tax rules, data privacy standards, and audit requirements.
  • Maintain full requirements traceability across design, development, testing, and post‑deployment phases.
  • Collaborate with legal, compliance, HR, and payroll stakeholders to validate regulatory interpretations and system impacts.
HRIS & Payroll Migration Support
  • Support end-to-end HRIS and Payroll migration projects, including legacy system analysis, data mapping, and future-state process definition.
  • Document current-state ("as-is") and future-state ("to-be") HR, payroll, and benefits workflows.
  • Partner with technical teams to ensure accurate data conversion, validation, and reconciliation during migration cycles.
  • Assist in identifying and mitigating risks related to payroll accuracy, employee data integrity, and compliance during transition periods.
Post-Migration Documentation & Knowledge Transfer
  • Develop and maintain comprehensive post-migration system documentation, including:
  • System configuration documentation
  • Process flows and operating procedures
  • Data dictionaries and interface specifications
  • Compliance and audit artifacts
  • Ensure documentation meets federal audit and reporting standards and supports long-term system sustainability.
  • Facilitate knowledge transfer sessions for HR, Payroll, Operations, and Support teams.
Testing, Validation & Audit Readiness
  • Support User Acceptance Testing (UAT), parallel payroll testing, and post-implementation validation efforts.
  • Validate migrated data against federal compliance rules and payroll calculations.
  • Prepare documentation and evidence to support internal, external, and federal audits.
  • Track and resolve post-migration defects, data discrepancies, and compliance gaps.
Stakeholder Communication & Coordination
  • Serve as a liaison between HR, Payroll, IT, vendors, compliance teams, and project leadership.
  • Provide clear status updates, documentation deliverables, and risk assessments to stakeholders.
  • Support change management and communication efforts related to system transitions.
Required Qualifications
  • Bachelor’s degree in Business Administration, Information Systems, Human Resources, or a related field.
  • Must have over 8 years of experience supporting HRIS and Payroll migration projects, including data conversion and system transitions.
  • Strong experience creating and managing federally compliant requirements and system documentation.
  • Solid understanding of HR, payroll processing, benefits administration, and timekeeping systems.
  • Hands‑on experience with requirements documentation methodologies and tools (BRDs, FRDs, traceability matrices).
  • Strong analytical, documentation, and stakeholder communication skills.
Preferred Qualifications
  • Experience working in public sector, government, or highly regulated environments.
  • Familiarity with major HRIS/Payroll platforms (e.g., Workday, People Soft, SAP, Oracle HCM, ADP).
  • Knowledge of federal compliance standards related to payroll, labor, and data privacy.
  • Experience supporting audits, compliance reviews, and regulatory reporting.
  • Certification such as CBAP, PMI-PBA, or HRIS-related credentials.
