Job Summary

The Compliance Officer reflects the mission and vision of Cook County Health (CCH). The role upholds the organization’s Code of Conduct and Corporate Compliance Program and ensures adherence to all relevant policies, procedures, guidelines and regulatory and accreditation standards. The Compliance Officer is responsible for the ongoing development, implementation, maintenance, and evolution of the CCH compliance program and all related compliance activities, including the creation, assessment, and enforcement of comprehensive policies, procedures, protocols, training, and internal investigations.

General

Administrative Responsibilities
  • Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals.
  • Participate in collective bargaining negotiations, caucus discussions, and working meetings.
  • Document, recommend, and effectuate discipline at all levels and initiate disciplinary action pursuant to CCH system rules, policies, procedures, and collective bargaining agreements.
  • Work closely with labor relations and/or labor counsel to enforce applicable Collective Bargaining Agreements.
  • Direct and effectuate CCH management policies and practices.
  • Access and navigate the CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements.
  • Contribute to the management of CCH staff and systemic development, discuss and develop CCH system policies and procedures.
  • Identify operational staffing issues and perform necessary functions such as hiring, transferring, suspending, laying off, recalling, promoting, discharging, assigning, or disciplining employees pursuant to applicable Collective Bargaining Agreements.
  • Work with Labor Relations to discern past practice when necessary.
Typical Duties
  • Serve in a leadership capacity to develop the system-wide compliance program in conjunction with the Chief Compliance Officer.
  • Collaborate with operational leadership to facilitate operational ownership of compliance.
  • Synchronize system-wide compliance program materials and messaging to present a uniform approach.
  • Oversee, direct, deliver, or ensure the delivery of compliance training for employees, physicians, volunteers, students, vendors, and consultants.
  • Assess, evaluate, implement, maintain, and update CCH compliance policies and procedures.
  • Establish a structured process for regulatory review, monitoring, and dissemination of information, adjusting policies, procedures, and projects as laws and regulations change.
  • Develop and coordinate compliance projects with CCH system entities as delineated in the Compliance Program Annual Work Plan; perform prospective reviews as deemed necessary.
  • Conduct system-wide interviews with key personnel to validate compliance with established policies and applicable regulations.
  • Prepare and analyze narrative descriptions of review processes to evaluate strengths, weaknesses, and overall system adequacy.
  • Develop reports detailing recommendations to correct potential weaknesses or non‑compliance after each review.
  • Perform follow‑up reviews per the Compliance Program Work Plan to ensure action plans are implemented.
  • Ensure compliance reports are produced for the CEO, Board of Directors, and the Audit and Compliance Committee.
  • Establish and administer a process for receiving, documenting, tracking, investigating, and acting on all compliance concerns.
  • Conduct compliance interviews and investigate alleged non‑compliance to determine validity, nature, and scope of reports.
  • Collaborate with operational areas to remediate concerns through action plans and assure ongoing compliance.
  • Develop compliance reports during investigations and upon completion, under the auspices of the Chief Corporate Compliance and Privacy Officer and Legal Counsel when required.
  • Maintain confidentiality regarding all departmental operations in both verbal and written communication, including technology use.
