Position OverviewRecruitment & Retention Specialist (Human Resources Specialist) for the Illinois Department of Revenue (IDOR) located in Springfield, IL. This role supports strategic recruitment initiatives and represents IDOR at fairs, events, and meetings, both in‑person and virtually.
Essential Functions- Under direction of the HR Recruitment Manager, represent IDOR at college/job fairs, community events, and business meetings to recruit talent, traveling or virtually as needed.
- Perform professional, complex functions relating to HR programs, policy, and procedures.
- Serve as a confidential HR specialist to the Recruitment Manager and HR Director.
- Respond independently to inquiries from IDOR management staff, state employees, and the public regarding hiring, classifications, payroll, benefits, and administrative policy.
- Participate in the interview process as a panel member.
- Perform other duties as required or assigned in line with the above responsibilities.
- Completion of four years of college education.
- Two years of professional HR experience.
- Experience with developing recruiting plans, utilizing hiring goals, social media, and external job boards.
- Experience representing agencies at job or career fairs.
- Experience analyzing recruiting trends and patterns.
- Two years of recruiting experience at job fairs.
- Three years of writing proposals to enhance recruiting and retention, meet DEIA objectives, and increase engagement.
- Two years of data analysis and report generation for leadership.
- Two years of experience setting up virtual meetings and recruiting presentations.
- Two years of analyzing and reporting on recruiting data.
- Two years of experience with Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, Federal Merit Standards, EEOC and Civil Rights Act guidelines, and departmental policies.
- Two years of project management, delivering scheduled progress reports and final results.
- Two years of using HR systems to access recruiting data and instruct users.
Work Hours: 8:00 a.m. – 4:30 p.m., Monday – Friday
