This position serves as the Functional Expert in Payroll for DoIT overseeing the lifecycle of the Enterprise Resource Planning (ERP) Human Capital Management (HCM) Talent Management Program, starting with design, implementation and transitioning to the operational steady state organization.
In this role, you will plan, develop, and implement multi-jurisdictional payroll policies and procedures for the payroll area of the Program, both during and post implementation.
Additionally, you will work in concert with Program leadership to coordinate and control the implementation and support of the payroll module within the Program, including assuming expert role regarding payroll in permanent organizational structure that oversees the Program cost implementation.

- Subject to management approval, serves as the ERP Functional Expert - Payroll for the Department of Innovation & Technology (DoIT), overseeing the lifecycle of the Enterprise Resource Planning (ERP) Human Capital Management (HCM) Talent Management Program, starting with design, implementation and transitioning to the operational steady state organization.
- Works in concert with Program leadership to coordinate and control the implementation and support of the payroll module within the Program, including assuming expert role regarding payroll in permanent organizational structure that oversees the Program cost implementation.
- Assumes functional expert role for payroll during implementation and in the operational steady state organization, including participating with the Program team during implementation and production support.
- Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in business or public administration.
- Requires prior experience equivalent to four (4) years of progressively responsible administrative Payroll experience in a complex organization with employees governed by multiple regulations and bargaining contracts.
- Four (4) years of professional payroll work, including coordinating payroll activities across state agencies or constitutional offices.
- Four (4) years of professional experience in payroll administration principles and practices to business processes, programs, service objectives, activities or operational systems, including reviewing functional requirements and verifying alignment with policy objectives during ERP design, implementation, or steady-state operations.
- Four (4) years of professional experience managing payroll functions for a multi-faceted, diverse workforce, including developing or maintaining payroll reports and resolving payroll-related data integrity issues within an enterprise environment.
