Noblis is looking to hire a Principal, Supply Chain Management and Resilience to serve as a senior subject matter expert supporting the Department of War and other Federal Agencies for supply chain transformation and resilience initiatives. The selected candidate will lead complex research and analysis efforts across supply chain management functions, supply chain risk management methodologies, and legacy technology modernization, independently authoring research reports, white papers, and technical deliverables that inform strategic decision‑making.

This role will interface with Department of War and Federal Agency stakeholders as the primary technical lead on assigned engagements, contributing innovative analytical approaches and customized solutions to advance supply chain resilience. Noblis’ mission is to support the Department of War and other Federal Agencies in strengthening supply chain performance, reducing mission readiness constraints, and advancing modernization pathways for defense logistics operations.

This role can be worked remotely, but since the customer will be based out of the Washington DC area preference may be given to candidates within a commutable distance to the DC area. This role also may have a travel component for domestic locations of about 10-20% of the time.

Key Responsibilities
  • Conduct in-depth evaluations of supply chain management functions and supply chain risk management methodologies, diagnosing systemic root causes of supply chain performance challenges.
  • Perform structured assessments of legacy technology infrastructure to determine compatibility with AI-enabled supply chain capabilities such as predictive analytics, risk simulation and supply chain optimization, and real‑time supplier risk monitoring.
  • Research, analyze, and draft comprehensive research reports, white papers, and technical deliverables that document findings, prioritize recommendations, and present modernization roadmaps to Department of War or Intelligence Community (IC) stakeholders.
  • Lead project execution across multiple supply chain improvement engagements, managing scope, timelines, and deliverables while applying advanced analytical methods to develop novel, customized solutions.
  • Execute Supply Chain Risk Management (SCRM) analyses including supplier risk evaluations, material‑level vulnerability assessments, and development of tailored SCRM frameworks integrated into acquisitions, procurement, R&D, and sustainment workflows.
  • Develop and deliver structured SCRM education and training materials, equipping agency analysts with methodologies and conceptual foundations to conduct independent, ongoing risk assessments.
  • Engage with the Department of War, other Federal Agencies, and Intelligence Communities (IC) stakeholders in aligning SCRM activities across multiple Department offices.
  • Apply complex analytical methods independently to identify where technology constraints compound supply chain risk, and produce actionable findings that inform investment decisions aligned with mission requirements and budget realities.
Required Qualifications

  • 10+ years of progressive experience in supply chain analysis, process improvement, or logistics transformation, with Industry and/or supporting the Department of War, Intelligence Community (IC), or federal agencies.

  • Expert knowledge of forecasting, demand/supply planning, and inventory optimization methodologies within both industry and defense or government contexts.
  • An understanding of enterprise systems and supply chain tools.
  • Strong project leadership skills with the ability to manage multiple concurrent engagements and deliver high‑quality analytical products on schedule.
