Position Overview
The Purchasing Manager at Lincoln Land Community College oversees procurement of goods and services, ensuring cost‑effective sourcing, timely delivery, and compliance with college policies and regulations. The role also supports facility construction projects, manages fixed asset inventory, and promotes supplier diversity.
Responsibilities- Direct all aspects of the college-wide procurement process.
- Manage the preparation and approval of purchases based on requisitions and guidelines.
- Oversee bidding process including specifications, invitations, and public openings.
- Review bid responses and recommend selected bidder in accordance with policies.
- Solicit quotations and utilize government agreements to ensure competitive procurement.
- Oversee assignment of work, training, supervision, evaluation and hiring of Purchasing Coordinator and Property Control Technician.
- Establish relationships with vendor representatives to stay abreast of new products and sources.
- Liaise between staff and vendors to address rate adjustments, resolve incorrect materials, and facilitate delivery, payments and returns; coordinate with accounts payable.
- Direct property control technician to maintain inventory record and fixed asset system; ensure compliance with state act and college policies, supervise disposal of surplus property.
- Oversee management of college fleet vehicles.
- Assist with project management for facility construction and renovation projects by coordinating schedules, tracking progress, and communicating with stakeholders.
- Maintain titles, leases and service agreement files.
- Promote supplier diversity and manage BEP data reporting; enhance minority representation.
- Interpret laws, regulations, policies related to public procurement.
- Work with staff to develop and maintain the purchasing department website.
- Design and develop processes and financial planning models for capital projects in collaboration with the Associate Vice President of Finance.
- Assist in the planning and assessment program by developing annual work unit objectives.
- Perform other duties as assigned.
- Bachelor’s degree in business administration or related field (experience may substitute).
- Supervisory experience.
- Experience in community college finance, planning, budgeting, purchasing and inventory within government institutions.
- Ability to handle multiple tasks concurrently.
- Strong attention to detail.
Regular standing, walking and sitting; occasional lifting up to 10 pounds.
