Stone Beam Development is seeking a Vice President of Construction to lead the delivery of our growing portfolio of multifamily rehabilitation projects across the Midwest and beyond.
We specialize in preserving senior Section 8 communities using 4% LIHTC financing. Our projects are primarily occupied rehabs, requiring disciplined execution, careful phasing, and measured respect for residents who remain in their homes during construction.
This role serves as the senior construction authority within the organization.
Primary Roles1. Construction Planning and Delivery
- Provide executive oversight of all construction activity from pre-construction through closeout.
- Guide scope development, budgeting, contingency strategy, and phasing plans for occupied rehabs.
- Establish schedule expectations and performance benchmarks across projects.
- Identify construction risks early and implement mitigation strategies.
- Ensure construction execution aligns with financial objectives and resident experience standards.
- Collaborate with Property Managers to develop and implement successful tenant-in-place rehabilitation plans.
- Lead general contractor interviews, selection, and contract negotiations.
- Establish performance expectations related to cost control, schedule adherence, safety, and quality.
- Review and approve change orders and pay applications.
- Serve as the primary contact point for construction-related issues.
- Attend all OACs, Draw Meetings, and visit each active job site quarterly as-needed.
- Lead and manage our Owner's Rep consultant, including their executives and project managers.
- Define reporting cadence, documentation standards, and accountability structures.
- Build repeatable workflows and tools that support multi-project oversight.
- Strengthen construction systems as the portfolio scales.
- Oversee monthly Draw funding coordinated with Title, General Contractor, and Funding Partners.
- Partner closely with Asset Management to achieve completion and loan conversion benchmarks.
- Own the preparation, accuracy, and timely delivery of all construction-specific checklist items required by lenders and equity partners.
- Manage construction documentation required for completion and loan conversion approvals.
- Coordinate submission packages and responses to lender and investor review comments.
- Serve as the primary construction contact for lender monitoring consultants and equity risk managers.
- Provide organized, accurate reporting related to schedule, budget, and construction progress.
- Maintain credibility with external capital partners through clarity and responsiveness.
- Support audits, inspections, and third-party reviews as required.
- Oversee punchlist completion, substantial completion, and final closeout.
- Ensure contractor delivery of warranties, certifications, and required documentation.
- Strengthen documentation discipline to support cost certification and long-term asset performance.

- Deliver projects within approved budgets and contingency targets.
- Maintain predictable schedule performance across multiple rehabs.
- Reduce unanticipated change orders through disciplined scope management.
- Achieve timely completion and loan conversion milestones without documentation delays.
- Ensure construction deliverables fully satisfy lender and investor requirements.
- Minimize capital partner concerns through proactive communication.
- Design and implement construction reporting systems that scale efficiently.
- Improve visibility into contingency burn, schedule performance, and risk exposure.
- Establish repeatable GC selection and oversight processes.
- Build a strong, accountable construction oversight platform aligned with Stone Beam values.
- Provide clarity and confidence to Development, Asset Management, and Finance teams.
- Strengthen Stone Beam's reputation for disciplined execution and predictable delivery.
- Leadership and Accountability:
Ability to lead contractors and Owner's Reps with clarity and firmness. - Construction Expertise:
Deep experience in multifamily rehabilitation, preferably occupied projects with Low Income Housing Tax Credit funding sources. - General Contractor Background:
Prior experience working at a General Contractor required.
- Documentation Discipline:
Strong experience managing closeout, certification, and compliance-related deliverables. - Strategic Judgment:
Ability to balance cost, schedule, quality, and resident impact. - Systems Orientation:
Experience building processes and tools that support consistent execution.
