Position Overview
The Illinois Department of Natural Resources is seeking to hire a Senior Public Service Administrator for The Office of Realty & Capital Planning. This position will develop and implement statewide policies and procedures governing the execution of assigned programs which include concession and lodge management programs, land, agricultural, and facility leases and agreements; possess authority in the implementation of all leases, agreements, easements, and revenues derived from use and/or sale of land, facilities, and commodities on all the Department's owned and managed property.

Essential Functions
* Under general direction of the Division Manager, directs the operation of the Concessions and Leasing unit for the Department of Natural Resources.
* Administers the Central Management Services Facility Lease program.
* Serves as full-line supervisor.
* Integrates programmatic responsibilities on an intra-agency basis.
* Directs the preparation of the annual operating budget.
* Directs the development and/or revision of proposed legislation.
* Serves as liaison relative to the operations of the Division of Realty.
* Oversees the Department's property management to resolve administrative problems and improve agency programs.
* Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
* Requires knowledge, skill, and mental development equivalent to completion of four years of college.
* Requires prior experience equivalent to four years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications
* Three (3) years' experience preparing, reviewing, negotiating, or administering legal documents and formal contractual agreements.
* Three (3) years of experience administering a facility lease program or similar property management function.
* Three (3) years of experience analyzing administrative programs and adopting an effective course of action.
* Three (3) years of experience exercising judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.
* Three (3) years of experience developing and managing a major agency program.
* Three (3) years of experience estimating and budgeting for future needs and cost of personnel, space, equipment, supplies, and services.
* Thorough knowledge of public and business administration, principles, and practices.
* Thorough knowledge of staff utilization and employee motivation.
