Permitting, Licensing & Titling Manager

The Illinois Department of Natural Resources is hiring a Permitting, Licensing & Titling Manager for the Office of Strategic Services. This position will implement long and short term goals, polices and procedures for the Permits, Licensing & Boat, and Snowmobile Titling Registration sections, make recommendations to management, ensure operational goals, programs and services are met and in compliance, partner with IT, vendors and leadership keeping updated on modern initiatives.

This position also serves as a supervisor providing guidance and training to staff.

Essential Functions

  • Serves as the Permitting, Licensing & Titling Manager for the Office of Strategic Services (OSS) managing, directing and overseeing the Licensing & Permits and Boat & Snowmobile Titling & Registration sections.
  • Serves as the Business Application Owner for the enterprise Licensing, Permitting, and Reservation platform.
  • Serves as full-line supervisor.
  • Reviews and evaluates State and Federal rules and regulations pertaining permits, licensing, titling and registration.
  • Directs and oversees budget preparation and expenditures for Permits & Licenses and Titling & Registration sections.
  • Represents the OSS Director and Department at various inter and intra agency meetings.
  • Performs other duties as assigned or required within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to the completion of four years of college, preferably with courses in business or public administration.
  • Requires three years of responsible administrative experience in a public or business organization.

Preferred Qualifications

  • One (1) year of experience administering regulated large licensing and permitting programs for issuing permits, licenses and/or registrations and working with program vendors.
  • Three (3) years of experience in developing, monitoring, and managing diverse long-term strategic plans.
  • Extensive knowledge of essential office platforms, service objectives, activities, and maintaining operational programs.
  • Extensive knowledge of State and Federal permits, licensing, titling, and registration programs.
  • Working knowledge of budgetary preparation.

Conditions of Employment

  • Requires completion of a background check and self-disclosure of criminal history.
  • Requires appropriate, valid driver's license.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
