The Illinois Department of Central Management Services, Bureau of Personnel is seeking seasoned, diverse human resources professionals with experience in all aspects of the hiring process including, but not limited to, process improvement, compliance, relationship management, recruiting, conducting meetings, and facilitating training. Functions
- Under the general direction of the Assistant Hiring & Selection Division Manager, consults with Division management staff on proposed changes to the hiring process and Standardized Hiring Plans (SHP) as it impacts hiring sequences statewide.
- Serves as a full line supervisor of the Hiring Resource Team (HRT).
- Leads cross‑functional project management teams in supporting continuous process improvement and training initiatives.
- Evaluates hiring sequences for position titles with complex requirements and for position titles which are of elevated importance to statewide agency leadership.
- Evaluates processes and makes recommendations for agency assignments to improve hiring sequence processing productivity, customer service, and efficiencies.
- Reviews difficult minimum qualification validation and scale equivalent score appeals and makes final decision as to the action to be taken to close out the appeal.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business, public administration, or human resources administration.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience working with Personnel Codes, Personnel Rules, Pay Plans, Administrative Directives, and various collective bargaining agreements.
- Requires one (1) year of professional supervisory experience in human resources including assigning work, providing guidance to subordinates, and training staff.
- Prefers three (3) years of professional experience leading a virtual hiring team(s) in an electronic hiring and selection program for a public or private organization.
- Prefers three (3) of professional experience supervising subordinate staff, including setting work priorities, evaluating performance and addressing performance issues, administering annual evaluations, and approving time off for a private or public organization.
