POSITION SUMMARYThis Veterans’ Service Officer (VSO) position is part of the Health and Human Services Department and is responsible for providing management of the city’s Veterans’ Services Office. The position is part‑time and includes administering state and federal benefits to veterans and their dependents as may be necessary and as is set forth by the Commonwealth of Massachusetts and the U.S. Department of Veterans’ Affairs.
The position includes outreach, advising clients of their rights to benefits, application assistance, eligibility screening, record‑keeping, and coordinating events. The VSO also serves as a liaison to connect veterans and their dependents with services like employment and healthcare. The position is also responsible for other related duties as required.
- Provide day‑to‑day management, direction and oversight of the Veteran’s Services Office and staff responsible for the effective delivery of services under the supervision of the Director of Health and Human services.
- Administer public assistance programs, such as M.G.L. Chapter 115, and assist veterans with applications for state and federal benefits and services such as, pensions, disability compensation, and burial assistance.
- Actively counsel and provide information to veterans and their dependents about available benefits and services, and advocate on their behalf at local and state levels in the areas of health, housing, employment and finances.
- Act as a liaison with federal agencies, veterans' organizations, career centers, and other support agencies to ensure comprehensive services.
- Manage the office budget and reimbursements, prepare reports, and maintain records of all requests and applications.
- Organize and coordinate events/ceremonies honoring veterans, including Memorial Day, Veteran’s Day, installation of memorial squares and dedications and burial arrangements for deceased veterans.
- Perform other related job duties as required.
The VSO has regular access to a wide variety of confidential information, including personnel records, medical records, legal proceedings, and military personnel records and must maintain a high degree of confidentiality.
QUALIFICATIONSEducation/Experience
- Must be an honorably discharged veteran of the U.S. Armed Forces, as defined in MGL,chapter 4, section 7(43 rd ).
- Associates Degree with a focus on human services, social work or a related field; two (2) years’ experience in providing assistance to veterans; or an equivalent combination of education and experience.
- A valid Massachusetts driver's license.
Knowledge, Abilities & Skills
- A thorough knowledge of M.G.L. c. 115 and federal veterans’ benefits.
- Ability to develop effective and constructive working relationships with veterans and service providers and to exercise discretion.
- Effective written and verbal communication skills, problem‑solving, customer‑service skills. Organizing, planning, investigative, and decision‑making skills.
