Job Description:
MassDEP seeks applicants for the position of Environmental Analyst V (EA V) for the Bureau of Air and Waste (BAW). This position is assigned to the Western Regional Office (WERO), located in Springfield, Massachusetts.
Under the direction of the Deputy Regional Director for the Bureau of Air and Waste, or designee, the EA V will serve as the Solid Waste Section Chief and will be responsible for management and supervision of the Solid Waste Program.
Job Duties:
* Supervise, mentor, and support Solid Waste Program staff by assigning work, setting priorities, providing guidance and training, reviewing work products, and conducting performance evaluations.
* Manage the day-to-day operations of the regional Solid Waste Program, including inspections, permitting, compliance, complaint response, enforcement, and related activities.
* Establish program priorities and ensure inspections, permit reviews, enforcement actions, and other responsibilities are completed in a timely, consistent, and effective manner.
* Provide leadership and technical direction on complex or sensitive solid waste matters involving compliance, permitting, facility operations, enforcement strategy, complaints, and public or municipal concerns.
* Review and approve inspection reports, enforcement documents, permit correspondence, technical memoranda, and other written materials to ensure accuracy, consistency, and regulatory defensibility.
* Evaluate compliance issues and determine appropriate regulatory responses, including compliance assistance, enforcement actions, penalties, orders, and referrals for legal action when necessary, while ensuring matters are tracked and resolved promptly.
* Coordinate with MassDEP legal staff, regional leadership, program managers, and other agencies on matters involving permitting, enforcement, policy, appeals, litigation, and overlapping regulatory issues.
* Work with facility operators, municipalities, consultants, attorneys, public officials, and members of the public to explain regulatory requirements, resolve issues, and advance program objectives.
* Represent MassDEP at meetings, conferences, site visits, public discussions, hearings, and other proceedings involving solid waste facilities, compliance matters, permitting, and enforcement activities.
* Review and analyze technical reports, permit applications, consultant submissions, and compliance documents, and prepare correspondence, memoranda, reports, and recommendations supporting program oversight and decision-making.
* Promote effective communication, sound judgment, and practical problem-solving while ensuring the protection of public health, safety, and the environment and maintaining productive relationships with internal and external stakeholders.
* Identify training needs, workload challenges, process improvements, and program risks; support implementation of MassDEP policies and priorities; and perform other related duties as assigned.
Preferred Qualifications:
* Knowledge of the principles and practices of environmental protection, environmental regulation, environmental science, public health, or natural resource protection.
* Knowledge of or ability to understand and apply laws, regulations, policies, procedures, standards, and guidelines governing assigned program activities.
