Contingent Workforce Specialist (Temporary)

Location: North Andover, MA (Primarily Onsite)

Duration: 6–9 Month Contract

Schedule: Monday–Thursday, 8:00 AM–5:00 PM;
Friday, 8:00 AM–3:00 PM

Compensation: $30–$35/hour (DOE)

About The Opportunity

Our client is seeking a bilingual Contingent Workforce Specialist to join its People & Culture team in a fast-paced manufacturing environment. This role combines full-cycle recruiting, HR coordination, onboarding, and contingent workforce management. The ideal candidate enjoys partnering with hiring managers, staffing agencies, and employees to ensure hiring needs are met while delivering an outstanding onboarding experience.

This position is ideal for an HR Coordinator, HR Generalist, or Recruiter with experience supporting high-volume hiring and employee onboarding.

Key Responsibilities Recruiting & Staffing
  • Manage the full-cycle recruiting process for temporary manufacturing and warehouse positions.
  • Partner closely with staffing agencies to ensure timely fulfillment of staffing needs.
  • Coordinate daily and weekly hiring priorities with hiring managers and operations leadership.
  • Monitor open requisitions and proactively address staffing shortages.
  • Build talent pipelines through community outreach, job fairs, schools, and workforce development programs.
  • Conduct interviews with agency referrals and walk-in applicants as needed.
  • Track recruiting metrics, including fill rates, agency performance, time-to-fill, and conversion rates.
Contingent Workforce Management
  • Serve as the primary liaison between staffing agencies, hiring managers, and the HR team.
  • Track temporary employee hours and monitor eligibility for temp-to-permanent conversion.
  • Coordinate the conversion process, including documentation and communication with staffing partners and hiring managers.
  • Ensure compliance with staffing agreements and workforce policies.
Onboarding & Orientation
  • Coordinate onboarding for all temporary associates.
  • Facilitate new hire orientation, covering company policies, safety procedures, attendance expectations, and workplace standards.
  • Partner with operations and staffing agencies to ensure a positive first-day experience.
  • Support onboarding activities for direct hires as business needs require.
  • Assist with the development and continuous improvement of onboarding processes and new hire programs.
HR Administration
  • Maintain accurate recruiting and onboarding records within the Applicant Tracking System (ATS) and HRIS.
  • Ensure compliance with federal, state, and local employment laws.
  • Prepare recruiting reports, workforce metrics, and staffing analytics.
  • Maintain confidentiality of employee and applicant information.
  • Support additional People & Culture initiatives as assigned.
Qualifications
  • Associate's degree in Human Resources, Business Administration, or a related field, or equivalent experience.
  • 3–5+ years of recruiting, HR coordination, or HR Generalist experience.
  • Experience supporting high-volume recruiting in manufacturing, warehouse, or distribution environments preferred.
  • Experience working with temporary staffing agencies.
  • Experience coordinating onboarding and new hire orientation.
  • Working knowledge of employment laws and recruiting best practices.
  • Strong organizational, communication, and relationship-building skills.
  • Proficiency with Applicant Tracking Systems (ATS), HRIS, and Microsoft Office.
Required Skills
  • Fluent bilingual Spanish and English (reading, writing, and speaking) is required.
  • Excellent interpersonal and customer service skills.
  • Strong attention to detail and ability to manage multiple priorities.
  • Ability to build strong relationships with hiring managers, staffing agencies, and employees at all levels.
