The Data Warehouse Business Analyst supports the Illinois State Board of Education (ISBE) by translating educational data needs into actionable technical requirements that enhance statewide data systems. This role works closely with data owners, data stewards, data engineers, data specialists and development teams to ensure the accuracy, usability, and integrity of ISBE’s data warehouse and reporting solutions. Responsibilities include gathering and analyzing business requirements, documenting data processes, validating data quality, and contributing to the design of scalable data models.

The analyst plays a key role in improving data-driven decision‑making by ensuring that complex data is accessible, reliable, and aligned with state and federal reporting standards.

Duties and Responsibilities
  • Engages with internal ISBE data owners, data stewards, data specialists and external partners to gather, clarify, and document business requirements for data warehouse enhancements and reporting needs.
  • Translates educational policy requirements, state mandates, and federal reporting guidelines into clear technical specifications for development teams.
  • Analyzes complex reports to identify trends, data quality issues, and opportunities for improved reporting.
  • Collaborates with cross functional teams to align project goals, timelines, and technical solutions.
  • Collaborates with data architects and data engineers to ensure data models support accurate, efficient, and scalable reporting.
  • Executes data validation procedures to ensure accuracy, completeness, and data integrity across ISBE data systems.
  • Documents business processes, data flows, data definitions, and system requirements to support transparency and continuity.
  • Contributes to data governance efforts, ensuring adherence to privacy, security, and data strategy policies.
  • Performs other duties as assigned.
Required Qualifications
  • Bachelor's degree or Associate’s degree in any field plus four years of business analyst experience in the last five years. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
  • Demonstrated ability to translate business requirements into technical specifications, including functional requirements, process flows, and reporting needs.
  • Experience conducting business process analysis and workflow evaluation.
  • Minimum 2-4 year experience in data warehouse architecture, BI tools, and SQL skills.
  • Minimum 2-4 year experience with writing BRD/user stories.
  • Basic understanding of ETL process.
  • Experience documenting data warehouse architecture, data workflows, and technical procedures.
  • Strong communication skills with the ability to present technical concepts in business friendly language.
Preferred Qualifications
  • Bachelor's degree in Business Administration, Information Technology (IT) or Computer Science.
  • Experience with BI tools, including dashboard development and data model optimization.
