Request for Proposals
Springfield Partners for Community Action, 721 State Street, Springfield, MA 01109, seeks qualified contractors to perform the following required residential work in Hampden County, MA:
- Cellulose/fiberglass insulation (including dense packed cellulose in walls)
- General carpentry and energy efficiency related repairs
- Blower door assisted air sealing

The contract period is July 1, 2026 through June 30, 2028. This procurement covers the annual WAP grant and WAP IIJA grant. This advertisement is subject in all respects to the terms and conditions of the Request for Proposals.
