Position Purpose/Summary

* Please note that this is a Civil Service position. This position is not currently open, should there become an opening we will hire off of the list of applicants starting with the oldest application date. APPLICATION FOR CITY OF SPRINGFIELD LABOR SERVICE Applicants must be at least 16 years of age at the time of filing application. Incomplete applications will not be processed.

The name of an applicant will remain on the Labor Service register for the job title which he or she is registered for a period of not more than 5 years from the date of registration, subject to a renewal of registration as provided in Section 28, Chapter 31 of the General Laws, and subject to compliance with other applicable provisions of the Civil Service law and rules.

Responsible for manual labor work including a variety of trade or craft duties at less than the journeyman level and considered to be of a "handyman" nature in the upkeep, construction, repair and maintenance of facilities and other projects of municipal public works. Maintenance work is involved which calls for a limited knowledge of skills associated with a variety of trades or crafts, but excludes positions or work requiring a predominant knowledge of any one trade or craft.

Work involves the performance and assignment to any job of relatively unskilled and routine manual laboring tasks ordinarily requiring the exercise of considerable physical strength and endurance. Supervision received may vary from close to moderately close depending upon the experience of the incumbent and the degree of variance from routine. No supervision is exercised over other employees.

Essential Functions
  • Assists skilled tradesmen and workers as assigned in masonry, painting, cementing or other types of work involving departmental projects.
  • Makes miscellaneous repairs on facilities, roadways or other structures.
  • Repairs brick or block foundations, manholes and catch basins, and assists in building concrete forms.
  • Repairs pavement and stone lining. Mixes mortar and cement.
  • Collects rubbish to help maintain regular collection schedules.
  • Sweeps streets and gutters and loads sweepings onto trucks.
  • Cleans out clogged catch basins, culverts, drains, well holes, and manholes. Cleans and flushes sewers.
  • Breaks pavement and spreads, smooths, irons asphalt mix. Sprays emulsion, operates rock boxes, and performs similar tasks in surface treating road sections and repairing pavement or sidewalk defects.
  • Performs related work as required.
Knowledge, Skills, and Abilities
  • Working knowledge of semi-skilled work required to assist skilled tradesmen and workers in masonry, painting, cementing or other types of work involving departmental projects.
  • Knowledge of the use of tools, equipment, and materials commonly employed in municipal construction and maintenance work.
  • Ability to perform manual labor tasks for extended periods, frequently under adverse weather conditions.
  • Ability to understand and follow oral instructions.
Education and Experience

Three years of experience in semi-skilled work required to assist skilled tradesmen and workers in masonry, painting, cementing or other types of work involving municipal public works projects.
