Budget Officer; title

This is a National Guard Title 32 Excepted Service Position. This is an Indefinite with Right to Convert to Permanent GS-0560-12 BUDGET OFFICER (TITLE 32), Position Description Number D1678000 and is part of the MO 131st Bomb Wing. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT.

Selected candidate must currently be assigned to a military unit in the Missouri Air National Guard. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion). Maximum Military Grade - 2d Lt (O-1)

Must possess a validated understanding of the basic principles and concepts of the budgetary process. Must possess skill in collecting and analyzing data effectively, efficiently, and accurately; clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; write English in reports and presentation formats; communicate clearly and effectively; present formal training presentations and briefings; and skill in applying procedures and directives by reading and interpreting technical material.

Must possess at least 36 months of finance budget experiences and competencies that provided you with in-depth knowledge of financial principles and procedures; possess a comprehensive understanding of the principles and concepts of government financial budget business program requirements; experience that demonstrates your ability to process government requests for allotment of funds to assure that they conform to government regulations; and expanded experiences and training that demonstrates your ability to lead, follow directions, read, retain, and understand a variety of instructions, regulations, policies and procedures.

The specialized experience must also demonstrate your ability to develop procedures to implement budgetary processes, policies and regulations issued by higher commands or agency headquarters; identify, analyze and resolve budgetary problems; interpret comptroller decisions and provide regulatory information; analyze and prepare budget reports; and brief senior level management on budget related issues.

As a condition of continued employment in this GS-0560-12 position, the selected individual must obtain the appropriate certification levels for this position within 24 months after initial assignment; and, must maintain the position's continuous training and education studies, as identified for each certification level, during the defined 24 month period. The financial management certification program supports the professional development of the financial management workforce and provides a framework for a standard body of knowledge across all DoD financial business programs.

Financial Management Certification Primary Budget Track. A subject, such as accounting, auditing, budget, finance, payroll (military or civilian), or commercial pay, is selected by a GS-0560 dual status technician employee member when first entering the financial management certification program. If the technician employee enters the position and the position's certification program is identified as Certification Level ONE, the primary track is the subject that the technician employee selects for the "Fundamentals and Operations of Budget".

If the technician employee enters the position and the position's certification program is identified as Certification Level TWO, the primary track is the subject that a member selects for the "Concepts, Policies and Principles of Budget". If the technician employee enters the position and the position's certification program is identified as Certification THREE, the primary track is the Budget.
