The Family Support Division (FSD), Office of Workforce and Community Initiatives (OWCI), is seeking candidates for a Program Specialist position to support Missouri’s refugee population.

Some travel is required, some occurring outside of the coverage area and may require overnight stays.

All internal promotional applicants are encouraged to apply as there may be alternate office space available.

This position will be responsible for but not limited to the following:

  • Research, review, and analyze federal and state legislation for its intent, meaning, and effects; prepare impact evaluations related to anticipated or existing programs of a division.
  • Meet with contractors to ensure various partners (state, local, non-profit, etc.) are blending and braiding funds and services to provide the wrap-around services necessary for the participant to obtain and retain employment.
  • Assist in the organization, design, and development of program structure and associated plans based upon collected data, research findings, and outlines developed by management.
  • Develop new and revised manuals, bulletins, and memorandums pertaining to program policies, procedures, and operating instructions.
  • Review case records and reports to ensure contractors are serving participants and is fulfilling contract requirements.
  • Assist the OWCI Training Unit in developing training for contractors concerning policy and other guidelines.
  • Collaborate with OWCI colleagues to ensure participants receive appropriate supports and resources, and verify that contractors are delivering the required services.
  • Collaborate with community partners.
  • Answer contractor questions and serve as FSD Liaison.
  • Exercise significant independence and initiative in the performance of responsibilities and receives general administrative direction.
  • Represent the Department of Social Services at community meetings and public speaking events.
  • Other duties as assigned.

Two or more years of experience in a professional or technical job classification with the Missouri Uniform Classification and Pay System in the Missouri Department of Social Services; and possession of a high school diploma or proof of high school equivalency.

OR

A Bachelor’s degree from an accredited college or university; and Four or more years of professional or technical experience providing social services; or conducting investigations or audits of social service providers, recipients, and/or applicants.

(24 earned graduate credit hours from an accredited college or university in social or behavioral sciences, Public or Business Administration, or a closely related field may substitute for one year of the stated experience.)

(A Master’s degree from an accredited college or university in social or behavioral sciences, Public or Business Administration, or a closely related field may substitute for two years of the stated experience.)

(Additional qualifying experience may substitute year-for-year for deficiencies in the required education .
