Assistant Superintendent
Assistant Superintendent serves as a strategic partner to the Superintendent and a key member of the executive leadership team, responsible for leading agency-wide alignment, operational execution, and regional impact in service of the Local Service Plan and component districts.
ESSENTIAL DUTIES AND RESPONSIBILITIES Executive Leadership and Systems Management- To lead strategic and operational systems by:
- Providing executive leadership for programs and services aligned with the Local Service Plan
- Serving as a member of the Superintendent's Cabinet and Executive Leadership Team
- Advising the Superintendent on operational, strategic, and organizational matters
- Acts on behalf of the Superintendent in internal and external settings, including representing the agency, making decisions, and ensuring continuity of leadership in the Superintendent's absence
- Directing and overseeing assigned departments and service areas, which may include:
Regional Services and School Improvement;
Operational Systems (e.g., technology, facilities, and infrastructure); and Student Support and Access Programs (e.g., homeschool/truancy, Title programs) - Ensures coherence across assigned service areas, aligning priorities, resources, and service delivery to maximize impact for component districts
- Establishing clear expectations, supervising staff, and evaluating performance
- Supporting recruitment, selection, onboarding, and professional development of assigned staff
- Supporting development of leadership capacity and succession planning within assigned departments
- Ensuring alignment and coordination of services across departments and programs
- Supporting implementation of agency goals, priorities, and strategic initiatives
- Participating in strategic planning and continuous improvement efforts
- To engage partners and facilitate collaboration by:
- Representing the Superintendent and agency in regional, state, interagency, and external meetings and collaborative efforts
- Builds and maintains strong, trust-based relationships with component district superintendents, aligning agency services to meet diverse district needs and regional priorities
- Represents the agency in regional partnerships and collaboratives, navigating varying interests to advance shared outcomes for students and communities
- Connects district needs with agency services and external partners to ensure coherent, responsive regional support
- Maintaining effective working relationships with component school districts, the Oregon Department of Education, staff, and community partners
- Facilitating cross-departmental coordination and integrated planning efforts
- Participating in committees, task forces, and work groups as assigned
- Communicating with internal and external partners regarding programs, services, and initiatives
- Preparing and delivering executive briefs, presentations, and updates to the Board, Superintendent, leadership team, and external partners
- Responding to Board inquiries and supporting implementation of Board direction as assigned
- To ensure policy compliance, fiscal accountability, and responsible stewardship by:
- Interpreting and implementing Board policies, administrative rules, and applicable state and federal requirements
- Applies professional judgment in interpreting policy, balancing compliance requirements with operational realities and the needs of component districts
- Ensuring agency programs and practices comply with legal, regulatory, and administrative requirements
- Overseeing assigned budgets, grants, and fiscal operations, ensuring strategic and compliant use of resources aligned with agency priorities
- Effective stewardship of public funds and resources
- Maintaining systems of accountability for assigned programs and services
- Ensures alignment of agency operations with Board governance expectations and supports implementation of Board direction
- Promotes transparency and clarity in fiscal and programmatic decisions with internal and external partners
- To use data and lead continuous improvement by:
- Using data to evaluate program effectiveness and inform decision-making
- Supporting the development and use of program evaluation systems to assess outcomes and effectiveness
- Monitoring and supporting continuous improvement processes across the agency
- Using data-informed analysis to support planning, alignment, and improvement efforts
- To lead and sustain an inclusive, equitable, and high-performing organizational culture by:
- Embedding equity into agency strategy, decision-making, and service delivery to ensure responsive and effective support for all component districts and the students they serve
- Fostering a culture of trust, collaboration, and accountability across departments and teams, ensuring staff feel supported, valued, and aligned in their work
