Purpose of Job
Perform difficult professional work including complex accounting functions for all city funds, general and proprietary.
EssentialJob Duties
- Monitor grant activity, prepare grant reimbursement requests, and ensure compliance with mandatory reporting requirements.
- Calculate monthly purchased gas adjustment for gas rates.
- Maintain and update outstanding balance of all contractual commitments monthly, verifying the accuracy of contractual pay requests, reconciling retainage accounts, and ensuring timely funding of retainage transfers.
- Monitor and record activity in depreciation investment accounts monthly.
- Manage use of bond proceeds by project and prepare journal entries to record activity.
- Reconcile all investment accounts monthly.
- Assist with the preparation of annual insurance applications.
- Assist in the preparation of the annual budget.
- Prepare and post journal entries to the general ledger as requested.
- Prepare audit work papers, confirmation letters, and work closely with auditors to provide necessary information during the annual financial statement audit.
- Prepare documents for annual workers compensation audit.
Job Duties
- Serve as accounting supervisor in his/her absence.
- Prepare special projects and/or statistical analysis as requested by accounting supervisor or finance director.
- Perform other related duties as assigned.
- Keeping up-to-date with new accounting standards and regulations.
- Using independent judgment with minimum supervision.
- Completing assigned tasks timely and meeting appropriate deadlines.
- Personal computer with associated standard and financial software.
- Calculator, copier, and other standard office equipment.
- Knowledge of generally accepted accounting standards.
- Knowledge of governmental accounting and auditing standards.
- Knowledge of relevant federal and state laws, city ordinances, and department policies and procedures.
- Ability to maintain complex financial records and prepare reports and statements.
- Ability to make arithmetical computations quickly and accurately.
- Ability to exercise good judgment in evaluating situations and making decisions.
- Ability to use Microsoft Excel, Microsoft Word, and a variety of financial software packages.
- Ability to effectively operate a variety of office machines including 10‑key calculator by touch.
- Ability to communicate effectively both orally and in writing.
- Ability to establish and maintain effective working relationships with others.
Employee will work mostly in an indoor office environment and will sit, stand, stoop, walk, and lift light objects (typically 25 pounds or less).
QualificationsGraduation from a four‑year college or university with a degree in accounting or related field and a minimum of three years of accounting experience; experience in municipal accounting preferred; or a combination of education and experience and training equivalent to the required knowledge and abilities.
Required Certifications / LicensesMust pass a physical examination based on the essential functions of the job given by the city’s designated physician. Must pass a background and credit check provided by the City of Springfield’s designated representative.
