Role Overview

Dynamis, Inc. is hiring a mid‑level Occupancy Agreement Specialist. This is a full‑time role located in Springfield, VA and Alexandria, VA. The role involves overseeing the life cycle of the Department of Homeland Security’s occupancy agreements and supporting the Federal Protective Service’s real estate portfolio.

Job Description

The Specialist will work with FPS leadership and GSA counterparts to optimize the agency’s real estate footprint, execute complex space planning and relocation projects, manage occupancy agreements, and advance long‑term strategic portfolio goals. This high‑visibility work sits at the intersection of federal real estate, infrastructure, and homeland security.

Responsibilities
  • Manage FPS’s inventory of approximately 280 occupancy agreements (OAs) with GSA, tracking expiration dates, renewal windows, and modification requirements.
  • Serve as the primary FPS liaison with GSA PBS on all OA‑related matters, including new requests, modifications, and terminations.
  • Review and interpret OA terms and conditions; advise FPS leadership on rights, obligations, and opportunities under each agreement.
  • Process OA amendment requests, space change proposals, and supplemental agreements in coordination with GSA.
  • Maintain a centralized OA tracking system with current data on rates, square footage, expiration dates, and modification history.
  • Develop and deliver regular reporting to FPS leadership on OA status, upcoming actions, and portfolio‑wide financial exposure.
  • Support strategic planning efforts by providing OA data inputs for scenario modeling and long‑range portfolio planning.
Requirements
  • 5–8 years of experience working with federal occupancy agreements, GSA leasing, or government real‑property management.
  • Direct experience with GSA’s occupancy agreement framework, including OA types, billing structures, and modification processes.
  • Strong organizational and database management skills; experience with GSA’s eRETA or a similar real‑property tracking system is a plus.
  • Excellent negotiation and interpersonal skills; comfortable managing ongoing relationships with GSA PBS regional offices.
  • Ability to interpret complex agreement language and translate it into clear, actionable guidance for non‑specialist audiences.
  • Bachelor’s degree in Real Estate, Business Administration, Public Administration, or a related field preferred.
