Acquisition Specialist - Senior
consultant to join our team. This position will work closely with the Research and Development (R&D) portion of the customer organization and should be well versed in all elements of the acquisition lifecycle. Candidate should have knowledge and experience in managing /IQ contracts, cradle to grave.
- As a senior systems engineering/technical assistance contractor and acquisition professional, provide knowledge and experience of DoD acquisition, including the Planning, Programming, and Budget Execution (PPBE) and Program Objective Memorandum (POM) processes.
- Support pre-Award activities including the development and shaping of Acquisition documentation (Special Notices, RFIs, RFPs, BAA solicitations, market research, IGCEs, SOWs, SOOs, PWSs, CLIN structures).
- If needed, support source selection process for R&D.
- Prepare and utilize contract execution tracking mechanisms for managing active contracts under the /IQ, to include tracking of obligations/expenditures and burn charts. Report under- and over-burning in a timely manner to ensure available funding for contract execution.
- Coordination/tracking of invoice payments and deliverables with PMs/CORs.
- Coordinate incremental funding and full funding for severable and non-severable contracts and/or CLINs.
- Coordination and tracking of contract modifications and de-obligations.
- Assist the Government in meeting its OSD obligation and expenditure rates.
- Assist the Government in meeting Small Business Subcontracting goals.
- Support contract closeout activities.
Qualifications:
- BA/BS, MA/MS or PhD in business, management, systems management, public administration, or greater than or equal to 15 years of work experience.
Experience:
- 15+ years w/ High School Diploma
- 12+ years w/ Bachelor's Degree, Master’s Degree, or PhD
- Experience in and understanding of DoD acquisition, including the Planning, Programming, and Budget Execution (PPBE) and Program Objective Memorandum (POM) processes.
- Experience in and understanding of pre-Award activities including the development and shaping of Acquisition documentation (Special Notices, RFIs, RFPs, BAA solicitations, market research, IGCEs, SOWs, SOOs, PWSs, CLIN structures) for Severable and Non-severable contracts and CLINs.
- Strong verbal communication and writing skills for building requirements, briefings, and other required communication.
- Strong MS Excel experience for contract execution.
- Experience in and understanding of source selection/scientific review evaluation process for R&D.
- Strong experience in collaboration/coordination among the Government (/IQ PM, Task Order PMs and CORs, technical and administrative management SETAs, awarded contractors and their support staff).
- Understanding of the FAR, DFARS, and Agency acquisition directives and processes.
- BA/BS, MA/MS or PhD in business, management, systems management, public administration, or greater than or equal to 15 years of work experience.
Qualifications:
- Technical Degree in physics, mathematics, chemistry, computer science, or engineering or dual major with business, management, systems management
- Experience in and understanding of DoD acquisition for RDT&E.
- Acquisition experience in the US Government as a Government civilian or military.
- Hands on experience with NGA’s acquisition and financial systems, including Orbit, PRISM, and GEO-F.
