Summary:

The Strategy and Organization Development Consultant will support a major Department of Homeland Security (DHS) component with customer experience (CX) strategy, communications, survey development, analysis, and organizational improvement efforts.

Key Responsibilities:

Project Management

  • Collect information required to launch new projects.
  • Provide operational support including stakeholder engagement and tracking timelines.
  • Prepare, review, and maintain project documentation, agendas, and reports.

Communications & Strategy

  • Develop targeted messaging for internal and external audiences.
  • Produce memos, Power Points, fact sheets, case studies, articles, brochures, briefing books, and reports.
  • Ensure materials follow branding standards and clearance protocols.
  • Manage communication approval workflows.

Survey Design, Administration & Analysis

  • Support customer and employee experience data collection via surveys, interviews, and focus groups.
  • Conduct root cause analysis and support action planning.

Presentation / Meeting Facilitation

  • Assist with high-quality meeting design and facilitation.
  • Help create collaborative forums for staff and leadership.

Business Process Management & Improvement

  • Contribute to improvements in processes, policies, and guidance.
  • Build job aids, procedures, web content, and communications plans.

Minimum Requirements:

  • Current DHS TSA EOD / Suitability (Public Trust)
  • Bachelor's degree.
  • 57 years of Federal consulting experience (communications/presentation/design preferred).
  • Strong command of MS Word, Excel, PowerPoint; design tools such as Canva or Visio a plus.
  • Excellent written and verbal communication skills.
  • Ability to develop high-quality deliverables and executive briefings.
  • Strong interpersonal skills and ability to work collaboratively.
  • Ability to coordinate schedules, workshops, and stakeholder engagements.
  • Experience producing products under tight deadlines.
  • Experience with SharePoint site design (preferred).
