Interactive Government Holdings (IGH) is seeking a qualified, trained, and capable individual to serve as a Senior Contract Support Specialist for the Department of Veterans Affairs Network Contracting Office West. This position will support Acquisition Support Services for five contracting offices, including Regional Procurement Office West‑Leasing and Regional Procurement Office West‑Activations within RPOW.
Responsibilities- Prepare pre‑solicitation documentation, including solicitations and pre‑award documents such as contract awards/task orders.
- Use VHA’s Procurement Action Lead Time (PALT) to estimate expected completion times for processing actions.
- Research, analyze, and review all applicable policies, guidance, and regulations to support decision‑making for the Contracting Office.
- Provide procurement assistance, advice, and guidance to the Contracting Office while ensuring all advice is approved by the Contracting Officer in accordance with FAR 7.503.
- Advise the acquisition team on price, cost, and financial matters throughout the development of sourcing strategies, solicitation, evaluation, negotiation, and award of contracts for leases, construction, supplies, and services.
- Provide cost and price analysis recommendations regarding independent government estimates.
- Solicit, evaluate, negotiate, analyze, advise, close out, and assist with awards and terminations on contracts for leases, construction, supplies, and services.
- Plan acquisition strategy, develop Performance Work Statements (PWS) with mission partners, conduct market research, support source selection, prepare synopses, develop solicitations, and prepare mandatory contract file documentation.
- Manage and administer contracts throughout their lifecycle.
- Work 8 hours per day, Monday through Friday, excluding Federal holidays and other closed days.
- Bachelor’s degree from an accredited college or university; coursework must include at least 24 semester hours in accounting, business, finance, law, contracts, or purchasing.
- Four (4) years of federal contracting experience.
- Execute a Non‑Disclosure Agreement before beginning work.
- Pass an NAC background check.
- Complete annual Information Security Awareness training and Information Assurance testing.
- Annually acknowledge understanding and agreement to abide by the VA’s Contractor Rules of Behavior.
