Duties and Responsibilities
- The Senior Electronics Video Technician will independently provide expert guidance and support to the Chief Inspector AWS III across a broad range of technical operations and intelligence technologies.
- Advise Chief Inspector AWS III on emerging technological trends based on industry standards and legacy infrastructure.
- Report directly to Chief Inspector AWS III. Work location determined by Chief Inspector AWS III.
- Work with Office of Strategic Technology’s Information Technology Operations program and staff on VSU systems.
- Serve as the primary point of contact between criminal investigators and USMS IT personnel, coordinating video technology connected to the USMS network infrastructure to meet video mission requirements. Act as the communication liaison to ensure investigators' needs for video resources (e.g., footage, software access, etc.) are clearly communicated and effectively addressed.
- Participate in the AWS III Adaptive Radio Working Group.
- Implement USMS strategy in the DOJ cooperative AWS III /Adaptive Central Receive (ACR) system in designated cities.
- Coordinate the use of spectrum with other DOJ components (FBI, DEA).
- Advise Chief Inspector AWS III on the USMS connectivity to the ACR system and liaison with other DOJ entities.
- Implement & maintain USMS backhaul transport to the ACR peering points.
- Provide expert level support in the programming and deploying of ACR capable equipment and software, as well as Point-to-Point, Point-to-Multi-Point, Mesh, and other covert video platforms.
- Research, evaluate and make recommendations on replacement video components in the remaining USG spectrum.
- Draft and develop training manuals and materials involving AWS III spectrum video.
- Train USMS personnel on the deployment of ACR and new video operations platforms.
- Serve as the VSU point of contact (POC) with elevated/trusted user status, holding administrative privileges within the AWS III ACR Network Management Server (NMS).
- Manage Video Network Infrastructure, Collection, Storage and Production.
- Respond to USMS law enforcement operations with technical assistance using video collection platforms as the mission requires.
- Research, implement, maintain and train USMS criminal investigators on Video Management IT System operations.
- Configure and install overt and covert video surveillance collection systems based on USMS Mission requirements. Establish and confirm all video equipment connecting Updated: 1/31/2025 to USMS IT infrastructure is properly configured and operated in compliance with USMS and DOJ cybersecurity and data retention policies. Ensure all USMS video operations are documented in program applications and databases per DOJ and USMS Policy.
- Research and develop new video operations capabilities in alignment with DOJ and USMS policies. Collect and document video evidence in accordance with legal and evidentiary guidelines. Oversee the secure storage, management, and sharing of video evidence while maintaining the evidence chain of custody. Ensure archived video is properly designated, distributed, and meets legal admissibility standards for evidence requests, following USMS legal requirements and policies.
- Troubleshoot, diagnose, and resolve issues that disrupt or degrade USMS Video collection operations.
- Analyze emerging technology trends and that may impact the USMS video collection capability.
- Advise Chief AWS III of technical video requirements and recommendations to meet operational requirements.
- Draft and develop training manuals and materials related to USMS video mission.
- Act as the VSU point of contact (POC) with elevated/trusted user privileges within DOJ Zero Trust software, responsible for creating, maintaining, and auditing the VMS user list.
- Act as the VSU point of contact (POC) with elevated/trusted user privileges within the VMS application software, assisting USMS IT in troubleshooting and resolving issues related to the degradation or disruption of video operations.
- Oversee and manage assigned equipment inventories, ensuring accuracy and proper maintenance.
- Act as liaison or senior POC for video requests in assigned area of responsibility.
- Maintain up to date certifications required for position.
- Operate a government vehicle when necessary.
- Ability to obtain and maintain Active Top Secret clearance. SCI clearance may be required.
- Minimum of 10 years of experience with technical video operations, video collection techniques, tactics, procedures and evidence collection in a law enforcement environment are preferred.
- Minimum of 2 years of Video Technical Expertise for DOJ related systems.
- Experience with electronic surveillance equipment and techniques utilized by law enforcement.
- Required to maintain operational security while working in low-moderate-high law enforcement environments.
- Certification in High Voltage Environment Installations or industry equivalent as approved by the Chief Inspector AWS III.
