Technical Program Manager (Active Top Secret or DHS clearance)

InDev is seeking a Technical Program Manager who can lead our Department of Homeland Security (DHS), Transportation Security Administration (TSA) account in Springfield, VA. We are looking for a highly motivated technical leader with previous digital transformation experience delivering, managing, and selling innovative digital services (i.e., Salesforce), collaboration workflow development (i.e. SharePoint and Microsoft 365), Intelligent Automation, including Robotic Process Automation (RPA), Artificial Intelligence and Machine Learning.
Deep experience with system and application design, agile application/software development, low-code/no-code implementations, SaaS/Paas implementations, and Dev Sec Ops is a must.
In this role, you will directly support high-quality technical delivery across multiple task orders, provide customer relationship management, assist with capture and sales efforts and develop and execute an account growth strategy. Ideal candidate will have existing relationships with DHS/TSA, be known among industry partners, and have outstanding personnel management and communication skills.
YOUR FUTURE DUTIES AND RESPONSIBILITIES- Develop close relationships with existing and prospective clients and serve as a subject matter expert and leader empowered to drive customer delivery
- Provide day-to-day consulting services to customers in service areas such as application/software development, SaaS/PaaS implementation, Dev Sec Ops , low-code/no-code implementations and Intelligent Automation
- Support high-quality delivery, customer relationship management, recruiting, assist with capture and sales efforts and develop and execute a growth strategy
- Communicate effectively with senior managers, colleagues and other stakeholders
- Utilize knowledge of government IT contracting, acquisition trends and federal customer buying behaviors to shape Section L and Section M criteria to maximize scoring
- Lead proposal activities including color reviews, developing win themes, identifying discriminators, articulating value propositions and embedding the content in the finished proposal product
- Manage multiple capture actions of small to large IT focused opportunities across multiple customers and multiple capabilities
- Active Top Secret or DHS clearance required
- Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related field
- 10+ years’ experience with the management of Salesforce, SharePoint and Microsoft 365 implementations
- Highly developed oral and written communication and presentation skills with the ability to convey technical and business concepts to various audiences
- Deep customer relationships and delivery experience within the DHS market
- Experience with all aspects of capture management, including developing and submitting winning proposals
- Experience managing team of technical consultants, establishing management structure and control
- Experience recruiting and hiring exceptional talent
- Proven full life cycle business development and capture experience in the IT domain
- Demonstrated leadership skills, outstanding business ethics, management rigor, in-depth customer knowledge, superior understanding of DHS industry trends and competitive intelligence
- Ability to handle complex customer situations and interact with all levels of personnel to provide a quick and effective resolution
- Project Management Professional (PMP) or equivalent
- Microsoft Certification(s)
