Job DescriptionWe are currently seeking a Financial Systems Analyst / Systems Accountant (Mid
- Financial Management) to support the objectives of the FM Business Solutions Office (FMZ). The role will involve creating, planning, and implementing solutions for improved processing, analysis, collection, organization, storage, management, retrieval, and use of financial data from across the enterprise.
- Support the Financial Management Directorate and FM Business Solutions Office (FMZ).
- Assist the government with financial management operations.
- Monitor and coordinate program resource allocations.
- Support government representatives at meetings.
- Support the Geospatial Intelligence Financials (GEO-F) and Organization Requirements and Budgeting Information Tool (ORBIT) systems, including future enhancements.
- Understand the Planning, Programming, Budgeting, and Execution Cycle.
- Develop and validate financial requirements.
- Develop, maintain, and support program schedules.
- Develop business cases for financial system enhancements and recommend solutions.
- Develop and maintain system documentation and training materials.
- Develop and validate methodologies for migrating data between systems.
- Participate in joint meetings related to operations and maintenance of NGA’s Core Financial Systems.
- Develop IV&V testing processes to validate financial results prior to implementing system enhancements with NGA’s Core Financial Systems.
- Coordinate and participate in system engineering and technical exchange meetings to support quick resolution of architectural, design, system interoperability and policy issues.
- After operational needs for enhancements or system changes are assessed, define and develop technical requirements and specifications for development and test.
- Coordinate and participate in milestone events to include requirement reviews, design reviews, and program management reviews.
- Coordinate with security organizations facilitating security certification and accreditation documentation and activities such as security reviews and package submittals.
- Implement financial systems in the federal environment from both a systems and functional perspective.
- Develop reference architectures, implementation plans, CONOPs, exercise plans, data strategies, and process flows.
- Provide detailed comparison of all relevant release notes for system upgrades.
- Coordinate with the system owner and ASP to advise on and ensure all subsystems are up-to-date per user’s requirements.
- Must have an active TS/SCI clearance, with a CI polygraph.
- Possess a Bachelor's degree or higher in a business-related field such as Business, Finance, Accounting, Management, Computer Science, Economics.
- 8 years of total experience in assessing federal financial business processes, developing financial systems options, and implementing system solutions, including all aspects of programming, planning, budgeting, execution and/or accounting.
- Specialized demonstrated experience (total 6 years) in the following criteria: 2 years of analyzing Momentum Financials; 2 years of Momentum software lifecycle management; 1 year of resolving FISCAM audit Notification of Findings & Recommendations (NFR); 1 year of performing SAR reviews on SSAE 18.
