Senior Mission Project Specialist

Senior Mission Project Specialist will be responsible for administration, resource management, contract management, budget / cost control, integrated master schedule development and maintenance, stakeholder engagement, training management, operations management, logistics management, contractor lab management, material management and physical security.

• Assist IEN RA Project Leads with the management and execution of project strategies and objectives, including associated acquisitions, budgets, and activities.
• Formulate, organize, and monitor interconnected projects.
• Assist Project Leads with decisions on suitable strategies and objectives.
• Coordinate cross‑project activities for Project Leads.
• Assist with management and evaluation of projects.
• Track progress of projects using appropriate project management tools and techniques.
• Provide support in the execution of activities and in monitoring the execution of project work plans, ensuring that project activities are properly and realistically scheduled, monitored, and reported.
• Develop and control deadlines, budgets, and activities.
• Apply change, risk, and resource management.
• Act as backup point of contact in the Project Lead’s absence.
• Assess program performance and aim to maximize Return on Investment (ROI).
• Prepare reports for Program Directors/Project Leads.
• Takes minutes and manages project records with functional proponents and the Project Lead.
• Provide direction, maintenance, and updates to the integrated master schedule (IMS).
• Review and monitor IT project cost, schedule, and performance on integrators to ensure adherence to PM IEN standards and contractual language.
• Input current and accurate cost, performance, and schedule data and metrics into Army and PM IEN systems and databases.
• Report project status on a weekly basis (orally and in writing) to key project participants such as senior Army leaders and other project stakeholders.
• Facilitate networking interactions between Department of Defense (DoD)/Army customers and industry.
• Generate and promote the use of templates, schedules, and best practices.
• Project overarching scope statements, manage complex IT project plans and necessary changes, and control the project through formal change management to identify and mitigate risk.

• Ability to obtain, maintain, and access classified information at the Secret level.
• Strong knowledge of project management principles and tools.
• Excellent communication and stakeholder engagement skills.

• Master’s degree.
• Minimum of ten (10) years of work experience OR seventeen (17) years of relevant experience.

Work is performed primarily in an office environment. Tasks include sitting, using hands to handle objects, operating computers, speaking, hearing, occasionally standing, walking, stooping, kneeling, crouching, or crawling. Must frequently lift or move up to 10 pounds and occasionally lift or move up to 25 pounds. Requires normal vision for close, distance, and depth perception and the ability to adjust focus.
