Position Summary
This role provides senior-level operations and maintenance (O&M) project management leadership for federal facilities contractor support services to the Department of Homeland Security (DHS), Federal Protective Service (FPS) Construction/O&M Branch. The O&M Project Manager serves as Key Personnel and the contractor's lead for the efficient maintenance, repair, and operation of building systems and equipment across the FPS portfolio — including HVAC, plumbing, electrical, security, and other building infrastructure — ensuring building systems function reliably to support FPS's mission across an approximately 820,000 square-foot portfolio.
This position provides O&M project management support to ensure integration and alignment of long‑term facilities planning with space and project delivery activities. Working under the direction of the Contractor Program Manager and in close coordination with the FPS Construction/O&M Branch Quality Assurance Evaluator (QAE), vendors, and FPS leadership, this position delivers preventive maintenance schedules, system upgrades, capital replacement planning, and emergency response across regionally distributed federal facilities.
Responsibilities- Serve as the lead O&M Project Manager for FPS, guiding stakeholders through the complete O&M lifecycle from preventive maintenance scheduling through equipment replacement and capital planning
- Develop and implement ongoing maintenance schedules for HVAC, plumbing, electrical, security, and other building systems across the FPS portfolio
- Monitor system performance and identify issues proactively to prevent failures
- Coordinate routine inspections and preventive maintenance tasks; track preventive maintenance compliance metrics
- Manage vendor and contractor relationships for repairs, preventive maintenance, and system upgrades
- Negotiate scopes of work and review contractor proposals, performance, and invoicing for O&M activities
- Maintain detailed records of maintenance activities, repairs, and system histories in the system of record (currently Service Now; transition to Tririga or successor system as directed)
- Ensure compliance with safety regulations, building codes, and applicable federal facility standards (OSHA, NFPA, ASHRAE, and other relevant codes)
- Respond promptly to emergency repairs and system failures to minimize downtime
- Conduct regional facility assessments to evaluate building system conditions and identify maintenance, repair, and modernization needs
- Identify equipment lifecycle replacement needs and contribute to the Real Property Capital Plan and Annual Integrated Project Plan (IPP)
- Develop and present business cases for major equipment replacement, system upgrades, and capital investments
- Coordinate with the FPS Construction/O&M Branch Quality Assurance Evaluator (QAE) on contractor performance, quality, and compliance
- Provide O&M project management support to ensure integration and alignment of long‑term facilities planning with space and project delivery activities
- Support and track O&M budget planning for all occupancies, projects, and services
- Contribute to recurring deliverables including the Build-Out/Reconfiguration Progress Tracker (Monthly), Annual Integrated Project Plan (IPP), Real Property Capital Plan, and O&M-specific status reporting
- Draft Standard Operating Procedures (SOPs) for recurring O&M processes
- Provide weekly status updates and final summary reports on assigned O&M activities, findings, and recommendations
- Comply with all DHS/FPS rules, regulations, safety, and security policies; complete required DHS IT Security Awareness Training and sign DHS Rules of Behavior
- Perform other related duties as assigned
- Minimum of ten (10) years of progressively responsible experience in operations and maintenance project management, facilities management, or building systems engineering — required
- Active Project Management Professional (PMP) certification — explicitly required; candidates without an active PMP will not meet the minimum threshold
