Overview

Senior Program Manager at The Boeing Company (Springfield, VA). Leads a geographically dispersed team supporting a proprietary space program, serving as the company’s primary interface with the customer program team and principally responsible for driving successful contract execution in a dynamic matrixed environment. May collaborate across multiple functions, programs, and locations.

Responsibilities
  • Manage employees and mid-level managers performing program execution activities.
  • Develop and execute integrated organizational plans, policies, and procedures.
  • Guide the development of business and technical strategies, goals, and objectives.
  • Acquire and allocate resources to support organizational activities.
  • Provide technical management oversight of suppliers and external partners.
  • Lead process improvement initiatives to improve organizational effectiveness.
  • Build and maintain collaborative relationships with customers, stakeholders, peers, partners, and direct reports.
  • Provide oversight and approval of technical approaches, products, and processes.
  • Develop, coach, motivate, and evaluate employees and mid-level managers.
  • Support execution of program objectives through integrated planning and cross‑functional coordination.
  • Apply risk, opportunity, and issue management practices to support program execution.
  • Contribute to schedule, performance, and organizational effectiveness initiatives.
  • Support earned value and project management activities, as required.

Position is contingent upon award.

Basic Qualifications
  • Bachelor’s degree or equivalent experience in business, program management, engineering, or a related field.
  • 10+ years of experience leading or managing large or complex teams of managers and or non‑management employees.
  • 10+ years of combined space operations experience at the strategic, operational, and tactical levels.
  • Experience with Program Management, project management and/or Business Operations.
  • 5+ years of experience developing and deploying organizational plans and strategies.
  • 5+ years of experience managing projects with cross-functional stakeholders and teammates.
Preferred Qualifications
  • Experience in a large, complex, matrixed organization.
  • Experience with Earned Value Management System (EVMS).
  • Experience with schedule management tools and practices.
  • Experience with organizational development and change leadership.
  • Experience applying systems thinking to enterprise or program-level challenges.
  • Demonstrated experience in supplier management and technical oversight.
  • Master’s degree or equivalent advanced education in a related discipline.
Additional Requirements
  • Active U.S. Top Secret/SCI Security Clearance (U.S. Citizenship Required). An active clearance in the past 24 months is considered active.
  • 5–25% travel required.
  • Shift: 1st shift; additional shift support may be required.
  • Successful candidates must satisfy the Company’s Conflict of Interest (COI) assessment process.

Pay is based upon candidate experience and qualifications, as well as market and business considerations.
Summary pay range: USD $218,450 – $295,550.

This position must meet U.S. export control compliance requirements. A “U.S. Person” as defined by 22 C.F.R. §120.62 is required; “U.S. Person” includes U.S. Citizen, U.S. National, lawful permanent resident, refugee, or asylee.
