Job Description

Interactive Government Holdings (IGH) is seeking a qualified, trained and capable individual to serve as Program Manager (PM) for the USDA, Forest Service Correspondence and Project Management Support Contract. The PM will lead a team providing non‑personal, advisory and assistance services (A&A) in support of correspondence management and administrative workflow improvements. The team will provide comprehensive correspondence management and support for the Forest Service, primarily focusing on maintaining and optimizing the flow of priority correspondence through multiple tracking systems including the Interim Content and Correspondence System (ICCT), Enterprise Content Management Module (ECMM), and Correspondence and Records (CoRe).

Responsibilities
  • Provide comprehensive project support, content management, Section 508 remediation and strategic advisory services to the USDA Forest Service (FS) Office of Regulatory and Management and Services (ORMS) leadership.
  • Manage digital work spaces, optimize business tools, and facilitate executive‑level decision‑making.
  • Support the ORMS and USDA in responding to the public (FOIA) and other government and congressional staff while meeting all legislative mandates.
  • Increase operational efficiency, ensure timely and accurate processing of controlled correspondence, and enhance enterprise readiness through improved workflows, documentation, and strategic planning.
  • Document business process workflow for controlled correspondence, FOIA, Federal Advisory Committee Act (FACA), and records management capability.
  • Execute professional project management that establishes and adheres to a roadmap, plan, and schedule for implementing improved process improvement of a website.
  • Accurately identify and document the records management and controlled correspondence requirements necessary to achieve a successful implementation effort.
  • Develop effective strategy planning, standard operating procedures, and processes to address communications, governance, operational processing, etc.
  • Identify, mitigate, and monitor potential and actual project risks in a timely manner.
  • Recommend cultural changes necessary to support implementations.
  • Define workload variability and prioritization through contract requirements and communicate to the Contractor by the Contracting Officer (CO) or Contracting Officer’s Representative (COR).
  • Oversee and coordinate all requirements of a specific contract to ensure they fulfill contract requirements and meet business goals.
  • Assist with recruiting and identifying high‑quality candidates, training new hires, training incumbents on new systems, procedures and processes.
  • Collect data for reporting program progress and metrics for individuals and the program.
  • Provide daily supervision and management to the team and act as IGH’s primary conduit for information flow to and from team members and the COR for the contract.
  • Manage human resource objectives by recruiting, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining team members.
  • Communicate job expectations, planning, monitoring, appraising, and reviewing job contributions; plan and review compensation actions while enforcing policies and procedures.
  • Contribute information and recommendations to strategic plans and reviews; prepare and complete action plans.
  • Implement and monitor production, productivity, quality, and customer‑service standards by resolving problems, completing audits, identifying trends and determining system improvements while ensuring standards are met by all employees.
