Job Description
Coordinate and arrange for the relocation of assets in assigned program area(s). Ensure relocations comply with applicable laws, regulations, policies and procedures. Evaluate, coordinate, and arrange for the relocation and adjustment of utilities in conjunction with highway construction or maintenance projects to ensure such adjustments are properly performed in accordance with State and Federal requirements and project schedules. Provide utility companies and municipalities with plans, plan revisions, and other pertinent information that will culminate in the expedient relocation of the utilities facilities.
Coordinate with the utility design engineer to ensure relocation meets the project requirements.
- Assigned Projects:
Responsible for review of utility companies plans and estimates on assigned projects for compliance with State and Federal requirements and forward to supervisor for authorization. Process payment of utility billings. Write reports that describe analysis used in outline categories of work, materials, over runs and under runs and determine if charges are justified and reconcile final billings and estimates. - Inspections:
Schedule and conduct utility field inspections on assigned projects. Determine cost responsibility, conflicts, suggested methods or adjustments, easement requirements, and bridge attachment requirements. Assess necessity of consultants. Provide technical assistance to utility companies as well as interpretation of utility relocation policies and procedures. Prepare in‑plan agreements for execution. - Program Coordination:
Coordinate SAFETEA‑LU Grade Crossing Safety Improvement Program. Review and coordinate engineering plans and estimates. Prepare and process construction and right‑of‑entry agreements, including negotiating project agreements. Ensure compliance with State and Federal regulations and advertisement schedules. Review and analyze engineering plans for highway and rail impacts and compliance with applicable standards and specifications. Manage and coordinate data for SAFETEA‑LU projects to ensure timely completion.
Investigate and resolve questions and concerns regarding grade crossing safety improvement projects. Assist VDOT Rail Safety Section, railroads and Local Assistance Divisions to ensure all grade crossing projects are addressed and implemented. - Utility Relocation:
Represent VDOT on assigned projects with utility company or municipality; discuss project priorities and coordinate the proper time for submission of utility relocation plan and estimates; provide project advertisement schedules; furnish highway plans and necessary revisions. Monitor utility relocation adjustment, planning and engineering on project and review work schedules; meet project personnel and highway contractors and utilities company.
- Ability to communicate effectively orally and in writing with internal and external customers.
- Ability to make independent decisions, solve problems, organize and prioritize.
- Knowledge of and ability to interpret and apply applicable federal and state laws and regulations, including related policies, practices and rules.
- Knowledge of highway plans, specifications and standards, construction procedures, sequencing laws and policies and environmental regulations.
- Knowledge of the various utility facility methods and requirements and construction techniques.
- Skill in fiscal and survey requirements used in utility relocations.
- Skill in the use of computers and various software applications.
- Ability to communicate effectively orally and in writing with customers.
- Ability to make independent decisions, solve problems, organize and prioritize.
- Knowledge of highway plans, specifications, standards, construction procedures, sequencing laws, policy, procedures and environmental regulations.
- Knowledge of the various utility facility methods, requirements and construction techniques.
- Skill in fiscal and survey requirements used in utility relocations.
- Skill in the use of computers and web based applications to include computer drafting.
