Location: Remote/Hybrid as authorized by the Government and Company as requested by the government.
Position SummaryThe Senior Cost Analyst will provide expert cost estimating, cost modeling, pricing analysis, and acquisition support services. This position requires extensive experience performing cost and price analysis to determine fair and reasonable pricing, evaluating contractor proposals, and providing subject matter expertise on cost-related aspects of federal acquisitions.
The Senior Cost Analyst will support acquisition teams by reviewing cost proposals, technical approaches, and corporate financial information to assess cost reasonableness, realism, and compliance with applicable federal regulations and acquisition requirements. The successful candidate will apply advanced analytical techniques and sound professional judgment to support complex acquisition decisions.
These functions include- Assist with the development of cost estimates and cost models for a variety of government acquisitions.
- Provide subject matter expertise regarding proposed acquisition approaches, contractor pricing strategies, and cost methodologies.
- Review and analyze cost volumes, technical proposals, and corporate financial statements.
- Conduct cost analyses to determine whether proposed prices are fair and reasonable.
- Support the evaluation of certified cost or pricing data in accordance with federal acquisition regulations.
- Perform detailed analyses of individual cost elements, including labor, materials, subcontract costs, indirect rates, and profit/fee.
- Evaluate data other than certified cost or pricing data when determining cost reasonableness or cost realism.
- Recommend and employ appropriate analytical techniques and procedures based on the complexity and circumstances of each acquisition.
- Support acquisition teams during proposal evaluations, negotiations, and price determination activities.
- Prepare cost analysis reports, findings, and recommendations for contracting officers and acquisition stakeholders.
- Assess contractor accounting, estimating, and financial information to support pricing decisions.
- Collaborate with government personnel and cross-functional teams to support acquisition planning and execution.
- Analyze historical cost data, market research, and pricing trends to support procurement decisions.
- Develop and present analytical findings and recommendations to senior leadership and acquisition officials.
- Ensure compliance with applicable federal acquisition regulations, policies, procedures, and agency guidance.
- Bachelor's degree in Finance, Accounting, Business Administration, Economics, Mathematics, Statistics, or a related field.
- Minimum of seven (7) years of progressively responsible experience performing cost analysis, price analysis, cost estimating, or acquisition support functions.
- Experience supporting federal government acquisitions and procurement activities.
- Experience evaluating certified cost or pricing data and other-than-certified cost data.
- Knowledge of Federal Acquisition Regulation (FAR) principles related to cost and price analysis.
- Experience reviewing technical proposals, cost volumes, and financial data.
- Strong analytical, problem-solving, and decision-making skills.
- Excellent written and verbal communication skills.
- Ability to work independently in a remote or hybrid environment while managing multiple priorities.
- Strong cost estimating and cost modeling capabilities.
- Expertise in cost and price analysis methodologies.
- Ability to assess cost realism and reasonableness of contractor proposals.
- Knowledge of federal acquisition and procurement practices.
- Exceptional attention to detail and analytical accuracy.
- Strong organizational and project management skills.
- Ability to communicate complex financial and acquisition concepts to technical and non-technical audiences.
- Experience preparing professional reports, briefings, and recommendations for senior stakeholders.
