Position Overview:

• We are seeking a Business Analyst – Government & Regulatory Programs to translate government and regulatory requirements into practical, customer-facing and agent-facing business solutions.
• This role partners closely with Regulatory, Legal, Product, Operations, UX, and Technology teams to analyze regulatory requirements, assess business impacts, define requirements, improve customer and agent experiences, and support the delivery of compliant technology solutions.
• The ideal candidate is a strong communicator and problem solver who can take complex regulations and turn them into clear, manageable processes, customer journeys, agent workflows, and technology requirements.

Key Responsibilities

• Analyze new federal, state, and local regulatory requirements and assess business impacts.
• Gather and document business and functional requirements for customer- and agent-facing systems.
• Partner with Legal and Compliance teams to translate regulatory obligations into actionable business requirements.
• Facilitate requirements workshops with cross-functional stakeholders.
• Create user stories, acceptance criteria, process flows, and business process documentation.
• Define customer journeys and agent workflows that support compliant and intuitive experiences.
• Collaborate with UX designers to review wireframes, prototypes, and customer experience designs.
• Work closely with Product Owners and Technology teams throughout Agile development cycles.
• Identify business process improvements that reduce operational complexity while maintaining compliance.
• Support User Acceptance Testing (UAT).
• Validate implemented solutions meet business objectives and regulatory requirements.
• Serve as a liaison between business stakeholders and technical teams throughout project delivery.
• Leverage AI tools such as Microsoft Copilot and Claude to support requirements gathering, analysis, documentation, and business analysis activities.

Required Qualifications

• Bachelor's degree in Business, Information Systems, Communications, or a related field.
• 3+ years of Business Analysis experience.
• Strong experience gathering and documenting business requirements.
• Experience working within Agile/Scrum environments.
• Strong analytical and problem-solving skills.
• Excellent written and verbal communication skills.
• Ability to manage multiple initiatives simultaneously.
• Experience facilitating meetings and workshops with cross-functional teams.
• Strong ability to translate complex business or regulatory requirements into clear, actionable solutions.

Preferred Qualifications

• Telecommunications or cable industry experience strongly preferred.
• Experience supporting regulatory or compliance initiatives.
• Experience working with FCC regulations or other federal/state regulatory requirements.
• Knowledge of Customer Experience (CX) principles.
• Experience designing agent workflows and operational processes.
• Experience with customer journeys and customer-facing touchpoints.
• Familiarity with privacy requirements and accessibility standards.
• Experience working with Legal, Regulatory, Compliance, Product, Operations, UX, and Technology teams.
• CBAP, CCBA, or Agile certifications preferred.
• Strong knowledge of JIRA and Confluence.
• Hands-on experience using Microsoft Copilot and Claude to support requirements gathering and business analysis.
