Job Description

CDM Smith is seeking Construction Representatives to inspect Water Service Line test pits and lead service line replacements across Pennsylvania as part of the Service Line Inventory and Lead Service Line Replacement Program. The role requires a full‑time field position with travel within the state.

Job Duties
  • Conduct construction inspections of basic to moderate complexity under supervision.
  • Evaluate the condition and material of infrastructure.
  • Perform field and office activities related to data collection, assessment, and reporting.
  • Take photos of pipe materials identified after excavation, pre‑construction photos, and post‑backfill/construction photos.
  • Ensure Test Pit contractor backfills or temporarily covers excavation to prevent safety issues.
  • Document inspection findings and generate inspection reports on an iPad; communicate issues to project leadership.
  • Communicate with client, homeowners, and project leaders to provide status updates.
  • Coordinate with Test Pit contractor team to identify and document water line materials.
  • Research tap cards and gather specific data.
  • Photograph inspections for quality control and documentation.
  • Comply with guidelines and regulations, including permits and safety.
  • Perform other duties as required.
Minimum Qualifications

High School diploma or Vocational Technical degree or equivalent.

0 years of experience required.

Domestic and/or international travel may be required; the frequency depends on specific duties.

Equivalent additional directly related experience will be considered in lieu of a degree.

Driver’s License Requirements

An appropriate and valid driver’s license is required.

Preferred Qualifications
  • Prior inspection or construction experience.
  • Ability to quickly develop an understanding of the client’s products, services, and goals.
  • Work requires extended periods on foot, including basements and crawl spaces.
  • A reliable vehicle will be needed for travel to and between project sites.

Skills And Abilities
  • Ability to communicate verbally and in writing in English.
  • Basic knowledge of arithmetic.
  • Basic knowledge of Microsoft Office Suite.
  • Basic knowledge of computer software programs and operating systems.
  • Proficiency in using hand tools, tablets, and cell phones to document service line materials.
  • Knowledgeable with GIS maps and navigation.
  • Ability to adapt to new technologies and learn new applications quickly.
  • Basic knowledge of materials, methods, and equipment used in construction.
  • Familiar with basic construction, building materials, and public utilities.
  • Ability to read, understand, interpret, and explain construction plans and drawings.
  • Work hours are not standard 8:30 am–5 pm M‑F; may include Saturday and Sunday work.
  • Comfortable working outdoors year‑round in various weather conditions.
  • Capable of working both independently and collaboratively as part of a team.
  • Able to work on your feet for 8+ hours and conduct numerous inspections per day.
  • Comfortable entering private properties, residences, businesses, and public buildings.
  • Able to stand, crouch, crawl, and kneel for prolonged periods.
  • Able to pass a background check.
  • Strong organizational skills to balance and prioritize work.
  • Excellent attention to detail.
