Facilities Planning And Project Manager
We are searching for a Facilities Planning and Project Manager to join our Project Delivery Division in the Engineering Services Office of the Applied Research Laboratory (ARL) at Penn State. The Division is responsible for the planning, design, and implementation of capital facilities improvements for the Lab.
ARL is an authorized DoD Skill Bridge partner and welcomes all transitioning military members to apply.
You will:
- Manage ARL projects through development, design review, and implementation
- Provide regular updates to stakeholders on progress, upcoming challenges, and funding status
- Coordinate with facility and community representatives including researchers, ARL facilities team members, Penn State Office of Physical Plant personnel, community stakeholders, and others towards the successful completion of capital projects
- Act as steward for ARL resources in the planning, renovation, and construction of buildings and sites
- Create and update long-term project needs for the Lab to the ARL financial and leadership teams to allow for strategic planning of resources
- Participate in major maintenance, utility systems, and department facility master planning
- Develop and manage client relationships with both ARL research offices and external sponsors
- Ensure compliance of all projects with Labor and Industry codes, Penn State Environmental Health & Safety policies, federal procurement guidelines, township and borough zoning & land development processes, and all other regulatory agencies as needed
Required skills/experience areas include:
- Management of projects in a highly technical lab or manufacturing environment
- Management of a variety of facility renovations and construction projects ranging in scope from tens of thousands of dollars to multi-million-dollar projects
- Familiarity with construction management processes, procurement processes, regulatory requirements, and construction safety supporting successful project delivery
- Current eligibility for access to classified information at the Secret level or higher and may be subject to a government background investigation. Applicants must be U.S. citizens.
Your working location will be fully on-site, located in State College, PA. Questions related to flexible work should be directed to the hiring manager during the interview process. Limited travel will be necessary to visit project sites at locations outside of State College. These are typically day trips.

The salary range for this position, including all possible grades, is $92,100.00 - $.
