Job Summary

Under supervision of the Vice President for Accounting and CFO, the Executive Director of Financial Services manages all aspects of Financial Services, including Payroll, Purchasing, Equipment, Budgeting, fixed and capital assets, construction accounting and General Ledger for all funds of the College.

Essential Duties and Responsibilities

Duties and responsibilities include but are not limited to:

  • Provide strategic leadership for college financial affairs to college administration, the financial services group, and other college staff and faculty within the framework of the Mitchell Community College mission
  • Oversee, monitor, and plan the coordination of and participate in the creation of the annual financial statements, notes, CAFR, MD&A and Single Audit Package
  • Monitors the performance of high-level research, and analysis on all funds and financial issues for accuracy, compliance with regulations, financial statement presentation, and budget preparation and management; report as needed to the MCC Board of Trustees, MCCEE Board of Directors and state and county government
  • Develop, review and provide input to the college and the NCCC system on financial policies and procedure to ensure that business processes are consistent with both policy and best practices.
  • Provide support to Administrators and Budget Managers in establishing, evaluating and administering their budgets or other financial issues; monitor and analyze budgets to keep the Vice President for Accounting and CFO and the President informed of the college’s budget status
  • Supervise and monitor the efforts of the Financial Services department.
Related Responsibilities
  • Communicate with and directly lead the auditing process with the Office of North Carolina Community College System, the Office of the State Auditor, the Office of the State Controller, the Department of Purchase and Contract, the State Treasurer and other regulating agencies to ensure compliance with GAAP, state and federal regulations
  • Builds, develops and manages finance and IT team capable of carrying out needed initiatives. Stays abreast of trends and regulations to ensure effectiveness and compliance for the finance and information technology functions.
  • Oversee and serve as Administrator for the P-card program and Wex fuel card program
  • Provide training and assistance with the Colleges budgeting software, Clarity
  • Coordinate food truck efforts on the main campus to include scheduling, appropriate paperwork, and all communication
  • Reconcile construction and capital project accounting to include updating project information in Interscope
  • Complete all month-end reporting and cash balancing, including monthly cash request from the System Office
  • Serve as Administrator for all banking services and online banking platforms
  • Establishes financial reporting systems and controls to ensure compliance with college expenditure requirements and to meet customer needs. Aligns financial policies and procedures with company objectives.
  • Prepare annual IPEDS, FISAP and other reports and surveys as requested by NCCCS and other agencies
  • Oversee administrative computer security for the finance, payroll and accounts receivable/cashiering functions and provide technical support to accounting system users
