Horizon Health Corporation is seeking an Executive Director to work on the inpatient psychiatric units (10-bed Adult Psych Unit) in the CGH Medical Center
, in Sterling, IL
. The Executive Director is responsible for maintaining the Horizon Health/Client hospital contractual relationship(s) and, in coordination with the client, overseeing patient care for the Program. This includes developing and maintaining a high‑quality treatment program; creating and implementing a comprehensive community relations program; and engaging in strategic planning, program administration, and development.

Additional responsibilities include initiating, directing, and overseeing projects, programs, and guidelines for value, effectiveness, and efficiencies across service lines; recruiting providers, supervisors, and managers; conducting ongoing chart audits, unit surveys, and patient surveys; reviewing staff scheduling to meet productivity standards and minimize overtime; holding regular meetings with therapists; budgeting and forecasting; pursuing alternative payment methods; representing the program on hospital committees;

leading in‑services, seminars, and panel discussions; and preparing for Horizon, State, and CMS audits.

  • Serve as liaison between Program, Hospital and Horizon; communicate information and needs appropriately.
  • Support Hospital and Horizon missions, goals and objectives.
  • Provide leadership and direction in accordance with Hospital guidelines.
  • Review scheduling programs for staff to ensure ideal access for patients and meet productivity standards.
  • Hold weekly, bi‑weekly and monthly meetings for therapists to review case management and internal operations.
  • Participate in hospital board and committee representation.
  • Prepare and submit presentations to hospital board as requested.
  • Offer, participate in and lead in‑services, seminars, presentations and panel discussions for community, associations and groups.
  • Assist and contribute to hospital and clinic short‑term and long‑term strategic planning.
  • Participate in Horizon functions related to interview processes, referrals, consultations, site visits, training/presentations, conferences and leadership track endeavors.
  • Develop and implement immediate and ongoing training program for all therapists and providers to meet hospital training requirements.
  • Provide clinical supervision for Program nursing, counseling, patient support and administrative staff.
  • Develop, in coordination with assigned VP, Clinical Practice, and implement and update all policies and procedures for the Program.
  • Ensure the Program meets federal, state, local and accrediting bodies’ regulations and standards.
  • Develop a 24‑hour call process to handle emergency situations.
  • Define the philosophy, goals and objectives of the treatment program under direction of hospital administration, Horizon’s clinical and operations staff, and in conjunction with the Medical Director.
  • Work with divisional and national support staff to ensure maximum value from Horizon services.
  • Oversee Horizon reports, census data, CQI+ data submissions, referral submissions, admission and discharge requirements, annual value presentations, best practice projects and other requested or advised data.
  • Understand client hospital expectations of Horizon and work to meet these expectations.
  • Direct departmental staff involved in multidisciplinary teams to address process improvements involving patients, employees, other customers or teams appropriately.
  • Participate in and oversee behavioral health services budget development and monitoring process as required by the hospital and Horizon.
  • Promote and develop positive, professional interaction with client hospital, senior management, peers and staff through effective written and verbal communication, listening and providing feedback during organizational change.
  • Collaborate with medical and clinical staff in coordinating and managing the medical and psychosocial treatment plans.
