Responsibilities

Kforce has a client that is seeking a Payroll Consultant in Dulles, VA.

Key Responsibilities:

Payroll Function Assessment:

  • Conduct a comprehensive review of the end-to-end payroll process, including data inputs, calculations, approvals, reporting, and post-payroll activities
  • Evaluate payroll policies, procedures, documentation, and internal controls for completeness, consistency, and compliance
  • Assess payroll calendars, cutoff timing, exception handling, and escalation practices
  • Review compliance with applicable federal, state, and local payroll regulations and reporting requirements
  • Assess payroll team structure, roles, responsibilities, skill sets, and workload distribution
  • Evaluate team dynamics, communication flow, and handoffs between Payroll, HR, Finance, and external vendors
  • Identify gaps in ownership, accountability, training, and succession coverage
  • Evaluate payroll systems, timekeeping, and upstream/downstream integrations
  • Review use of system functionality, automation, and manual workarounds
  • Assess third-party vendor performance, service levels, and controls, if applicable
  • Identify payroll risks related to accuracy, timeliness, compliance, segregation of duties, and business continuity
  • Highlight control weaknesses, single points of failure, and dependency risks
  • Assess audit readiness and documentation sufficiency
Team & Operating Model Evaluation
  • Assess payroll team structure, roles, responsibilities, skill sets, and workload distribution
  • Evaluate team dynamics, communication flow, and handoffs between Payroll, HR, Finance, and external vendors
  • Identify gaps in ownership, accountability, training, and succession coverage
Systems & Vendor Review
  • Evaluate payroll systems, timekeeping, and upstream/downstream integrations
  • Review use of system functionality, automation, and manual workarounds
  • Assess third-party vendor performance, service levels, and controls, if applicable
Risk Identification
  • Identify payroll risks related to accuracy, timeliness, compliance, segregation of duties, and business continuity
  • Highlight control weaknesses, single points of failure, and dependency risks
  • Assess audit readiness and documentation sufficiency
Recommendations & Deliverables
  • Develop clear, actionable recommendations for process improvements, control enhancements, and organizational changes
  • Prioritize recommendations by risk, impact, effort, and timing (quick wins vs. longer-term initiatives)
  • Provide a future-state operating model and process framework, as appropriate
  • Present findings and recommendations to leadership and key stakeholders
Requirements
  • Has been in a Director or Senior Manager Level
  • Strong knowledge of Deltek Costpoint
  • Able to assess the current team/procedures and recommend process improvements
  • Strong communication skills
  • Someone able to hit the ground running

The pay range is the lowest to highest compensation we reasonably in good faith believe we would pay at posting for this role. We may ultimately pay more or less than this range. Employee pay is based on factors like relevant education, qualifications, certifications, experience, skills, seniority, location, performance, union contract and business needs. This range may be modified in the future.

We offer comprehensive benefits including medical/dental/vision insurance, HSA, FSA, 401(k), and life, disability & ADD insurance to eligible employees. Salaried personnel receive paid time off. Hourly employees are not eligible for paid time off unless required by law. Hourly employees on a Service Contract Act project are eligible for paid sick leave.
