Job Summary

The Technical Surveillance Technician (TST) will support the Cyber & Investigative Technology Group’s Technical Services Unit by providing task-specific, program and technical support in advance technical surveillance equipment and expertise in criminal investigations.

Essential Functions And Responsibilities
  • Knowledge of the theories, principles, practices, techniques, use and operation of various types of criminal electronic and surveillance technical equipment.
  • Ability to install, operate and troubleshoot audio, video, tracking, and microwave transmission systems.
  • Working knowledge concerning technical equipment and electronic surveillance matters.
  • Ability to conduct and convey research on new equipment and systems.
  • Ability to resolve problems relating to the use of electronics in surveillance.
  • Ability to program systems, program routers, and understand cellular needs.
  • Ability to communicate orally and in writing at a level of proficiency sufficient to effectively convey technical equipment, guidance, and instruction to Inspection Service personnel.
  • Exceptional interpersonal skills, ability to establish and maintain excellent working relationships with law enforcement personnel at all levels, peers, managers, other agencies, and external vendors.
  • Demonstrated ability to utilize various computer hardware and software applications, such as Microsoft Office suite products, spreadsheets, and databases.
  • Ability to evaluate program performance, forecast needs, and coordinate hardware and software upgrades as needed.
  • Ability to plan and carry out tasks and projects to completion within reasonable specified time frames without immediate supervision.
  • Ability to provide reports and briefings to USPIS Management as required.
Work Duties And Tasks
  • Design, assemble, modify, test, and install complex technical surveillance equipment to support investigations.
  • Serve as a technical expert and advise on equipment selection for specific cases.
  • Provide formal and hands-on training to postal inspectors and technical surveillance specialists.
  • Perform preventive maintenance and coordinate vendor-supported maintenance when necessary.
  • Research, develop, and implement new surveillance systems and technologies.
  • Act as a liaison with other law enforcement agencies regarding the deployment and use of surveillance equipment.
  • Maintain equipment inventory, distribution, and assignment of equipment.
  • Maintain an inventory of equipment, tracking repairs, replacements, and upgrades.
  • Maintain oversight of TSU associated cellular data needs and ongoing service plans.
  • Other duties related to the Technical Services Unit as assigned by the TSU Program Manager. This could include assisting with on-going TSU projects.
Minimum Qualifications & Skills
  • Bachelor’s degree from an accredited college or university. Significant work experience may be substituted for the education requirement.
  • Demonstrated work experience (ideally a minimum of 2 to 5 years) in technical surveillance.
  • Experience in technical surveillance equipment and/or operations being conducted related to law enforcement activities is desired but not required.
