As the Airport Engineering and Facility Services Contracts Lead, you will oversee the multi-disciplined services contract program at Ronald Reagan Washington National Airport (DCA) or Washington Dulles International Airport (IAD).

Serves in the Airport Engineering and Facility Services Department at IAD or DCA.

Works with Contract Coordinators to oversee the airport’s multi-disciplined contracts, covering mechanical, electrical, civil, and environmental disciplines, focusing on contract formulation. Assists and monitors the Contracting Officer's Technical Representative’s (COTR) development of statements of work and related documents and manages technical evaluation of procurement. Establishes and maintains contract and procurement management plans. Supports Department Manager in developing and executing complex, multi-million-dollar contracts and departmental budgets, and assists manager in supervising departmental staff.

General Responsibilities
  • Assist the Manager in supervising a professional staff of COTRs and Contract Inspectors with an emphasis on the Contracts/Procurement side of the program.
  • Administers the Service Contract Program, covering mechanical, electrical, civil, conveyance and environmental disciplines. Includes the development of Scope of Work, ICE Production, and requisition details. Interaction with the Procurement department and Contract Lifecycle Management System (CLMS) in conjunction with COTR’s level.
  • Assists in the development of contract requirements and documents including statement of work, ICE, Requisition s and Option year renewals, and procurement justifications for the Department.
  • Manages the technical evaluation component of the procurement process.
  • Assists in the development and monitoring of complex, multi-million-dollar contract budgets as well as departmental budgets.
  • Develops award recommendation documents for senior management and the Airports Authority’s Board of Directors.
  • Administers contracts, as necessary, due to staff shortages or due to unique skill requirements.
  • Serves as COTR and/or Contract Inspector as needed.
  • May substitute for the Division Manager in their absence.
  • Performs other duties as assigned.
Qualifications
  • Five years of progressively responsible experience in facilities maintenance or service contracting.
  • Knowledge of and ability to oversee contracting, procurement, and business processes.
  • Ability to manage, administer, and inspect resources, materials, business practices, and workmanship for a full array of facilities maintenance services.
  • Ability to develop technical specifications for facilities maintenance contracts.
  • Ability to develop and execute large value facilities maintenance budgets.
  • Ability to read analysis data and information, including engineering-based drawings, specifications, and schematics.
  • Ability to speak and write effectively, with emphasis on negotiation and persuasive techniques.
  • Skill in using computer and office suite software, with emphasis on database and spreadsheet software.
Preferred Qualifications
  • Certification as a Facility Management Professional (FMP) from the International Facility Management Association (IFMA);
    Certified Professional Maintenance Manager from the Association for Facilities Engineering (AFE); or Operations and Performance Management Professional (OPMP) Certification from the American Society of Heating, Refrigerating, and Air Conditioning Engineers (ASHRAE).
  • Experience in contracting or certification as a contracting officer.
  • A Bachelor’s degree in any field.
  • Knowledge of CLMS and Workday programs.
  • Expertise administering conveyance system contracts [IAD Only].
Education

A high school diploma or a Certificate of General Educational Development (GED).

Necessary Special Factors
  • Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.
  • Operates vehicle landside and airside (requires AOA permit).
  • May be subject to night/weekend work.
  • Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies such as snow removal. [IAD Only]
  • May be subject to potential hazards common to the airport environment and construction industry.
  • May require moderate to heavy physical exertion (lifting objects up to 50 pounds) during inspections. Wears personal protective gear, as necessary.
  • A background security investigation will be required for all new hires.
